• The structure leads to that only reduced fi shing<br />

in an area of national or international interest<br />

or in other areas of importance <strong>for</strong> fi shing.<br />

• The structure leads to that only less fi shing to a<br />

lesser extent can be pursued within an area of<br />

fi sh.<br />

Conclusions<br />

It is uncertain what <strong>impact</strong> the wind farm will have on<br />

commercial Þ shing. <strong>This</strong> is mainly due to that it is not<br />

yet decided whether trafÞ c and commercial Þ shing will<br />

be allowed within the wind farm area.<br />

If a protective zone is established, it will cause big,<br />

direct <strong>impact</strong> <strong>for</strong> affected Þ shermen. As the wind farm<br />

area only constitutes 1,5 % of the area designated to<br />

be of national interest <strong>for</strong> commercial Þ shing, this<br />

cannot be considered to make commercial Þ shing more<br />

difÞ cult within the area of national interest. Negotiations<br />

<strong>for</strong> compensation are ongoing in order to pay the<br />

Þ shermen <strong>for</strong> potential loss of income.<br />

CONSEQUENSES OF THE WIND FARM 145<br />

In the longer run, commercial Þ shing as an industry,<br />

may beneÞ t from a security zone through higher<br />

reproduction in combination with a so called “spill<br />

over effect”.<br />

In summary, the maximum <strong>impact</strong> caused by the<br />

wind farm, may be considered as reasonable.<br />

12.10 Recreation and outdoor life<br />

12.10.1 Impact<br />

As the area is very far from the coast, it has little <strong>impact</strong><br />

on recreation.<br />

Leisure boats seldom follow the shipping lanes and<br />

the wind farm, primarily, is a navigational hazard <strong>for</strong><br />

this type of trafÞ c. The freely available sea surface will<br />

be reduced, the character of “wilderness” in the area<br />

will be lost and will, instead, be dominated by technical<br />

structures. For some, this will be regarded as disturbing<br />

and by others as interesting. In a study made in<br />

the Torsås community in 2001, 400 persons were asked<br />

about what <strong>impact</strong> the Utgrunden wind farm had on<br />

the landscape picture. 37 % thought the wind farm had<br />

a positive <strong>impact</strong> and only 6 % thought that wind farm<br />

had a negative <strong>impact</strong>. 39 % thought that no <strong>impact</strong><br />

was caused and 18 % had no view on the subject.<br />

Whether a potential protective zone will be applicable<br />

also <strong>for</strong> leisure Þ shing has currently not been<br />

decided.<br />

Intensive trafÞ c of work ships and vessels to and<br />

from the area during the construction and dismantling<br />

phases will cause a certain disturbance <strong>for</strong> leisure<br />

boats.<br />

12.10.2 Mitigating measures<br />

There are no mitigating measures proposed.
