4. Consultation Report<br />
Early and extended consultation has been per<strong>for</strong>med in accordance with the provisions of the<br />
EC and the views that have been expressed during these processes have been taken into ac-<br />
count during the preparation of the EIS.<br />
A comprehensive account of the consultation process can be found in Attachment 3.1 and<br />
3.2. <strong>This</strong> chapter contains a brief summary of the consultation process.<br />
4.1 Early consultation<br />
During the period December 2002 up and<br />
to including April 2003, Sweden Offshore<br />
has carried out early consultation with the<br />
Skåne County Council, relevant authorities<br />
and communities and with the general public<br />
of those communities (Appendix 3.1). Early<br />
consultation has also been carried out with the<br />
commercial Þ shermen that use <strong>Kriegers</strong> Flak,<br />
with the Swedish Fishermen’s Federation and<br />
with the Central Organisation <strong>for</strong> the West<br />
Coast Fishermen. Be<strong>for</strong>e the meetings with the<br />
authorities and the communities, the participants<br />
received written in<strong>for</strong>mation about the<br />
company and the project (basis <strong>for</strong> early consultation).<br />
The communities that Sweden Offshore has met <strong>for</strong><br />
early consultation are Trelleborg, Kävlinge, Vellinge<br />
and Skurup.<br />
Be<strong>for</strong>e meeting the general public in these communities,<br />
in<strong>for</strong>mation exhibitions were arranged in<br />
each community. During these three-week exhibitions,<br />
there was an in<strong>for</strong>mation folder available summarising<br />
the project and letterboxes were put up <strong>for</strong> depositing<br />
questions and opinions. In order to answer questions,<br />
personnel from Sweden Offshore was present during<br />
pre-advised times. Both the in<strong>for</strong>mation about the<br />
exhibitions and the early consultation process were<br />
announced in the papers several times well in advance.<br />
During the exhibitions, representatives of the company<br />
answered questions from three persons. A few<br />
notes were left in the letterboxes. In conclusion, the<br />
interest from the general public was weak.<br />
In<strong>for</strong>mation exhibition at Vellinge Townhall<br />
Early consultation was carried out with the following<br />
authorities: The Swedish National Board of Fisheries,<br />
the Swedish Maritime Administration and the<br />
Civil Aviation Authority. In November 2002, Sweden<br />
Offshore sent basic in<strong>for</strong>mation to the National Board<br />
of Fisheries and the Maritime Administration. Both<br />
authorities provided written statements. The ofÞ cial<br />
meetings were then conducted at the end of March/early<br />
April. Following a proposal from the Civil Aviation<br />
Authority, a joint early consultation meeting was held<br />
together with the Maritime Administration and the<br />
Civil Aviation Authority.<br />
Affected Þ shermen were in<strong>for</strong>med about the project<br />
during December and later, a consultation meeting was<br />
held with this group. Representatives from the Fishermen’s<br />
Federation and the West Coast Fishermen were<br />
also present during that meeting.<br />
