have been made by endeavouring to find a fresh way round
as soon as the strain begins to be felt. 1 We should be on our
guard against this mistake.
10. I am therefore in favour of continuing our present
plan on the chance of getting a success in the north, not
only because of the military situation but also because of
the necessity of trying to improve the air and sea situation,
and I am consequently averse from diverting any of our
resources to Italy. We should, however, do all we can to
provide Italy with means for increasing her ammunition
supply, as she already has far more guns than she can keep
employed, and in this connection I would remind the War
Cabinet that there is no reason why Italy should remain
inactive throughout the winter, as operations can continue
on the Isonzo up to the end of January.
