North Cove Landfill (Foot of Drexel Dr., I-75 and North Cove Blvd., Toledo)<br />

Site History:<br />

The <strong>for</strong>mer North Cove Landfill is located on property extending from the east end of<br />

Hillcrest Ave. near Willys Park eastward under Interstate 75 and from the Ottawa<br />

River to the Jeep plant parking lot. The owners of American Car Corporation<br />

operated it from 1941 to1970. Part of this site is the Willy’s Park Landfill, a large paint<br />

waste disposal area, adjacent to the Ottawa River. It was operated by Willy’s<br />

Overland-Jeep and later used as an automotive test track.<br />

Part of the area referred to as the South Cove Landfill (northeast of Beatty Park and<br />

Jermain Park and bounded on the north by the Ottawa River and the south by S. Cove<br />

Blvd.) is also considered part of this site <strong>for</strong> remediation purposes. Industrial residues,<br />

paint wastes, solvents and sludges and hydrocarbon vapors were discovered in 1979<br />

during installation of a sanitary sewer west of the site. The City of Toledo owns the<br />

parts of the landfill that are not part of the Interstate-75 system.<br />

Site Investigation (1993)<br />

This site was investigated as a part of the Ohio EPA Maumee Area of Concern<br />

Project Phase I Site Investigations and it was not recommended <strong>for</strong> further review<br />

because remediation was being negotiated.<br />

(1995-1998)<br />

In 1995 DaimlerChrysler Corp., the City of Toledo, and the Ohio Department of<br />

Transportation began a cooperative ef<strong>for</strong>t to study the <strong>for</strong>mer North Cove Landfill.<br />

DaimlerChrysler, Toledo and ODOT submitted a Final Remedial Investigation Report<br />

to Ohio EPA in November 1997 and a Final Feasibility Study in January 1998. These<br />

included sampling the Ottawa River <strong>for</strong> VOCs, total organic carbon, metals, PCB's,<br />

and dissolved oxygen. Monitoring wells were installed.<br />

Remediation (1999-Present)<br />

In January 1999 the three parties agreed to work with Ohio EPA to develop a remedy<br />

<strong>for</strong> the North Cove Landfill. Negotiation of a Consent Order with Ohio EPA was<br />

occurring in late 2001. The remedy will prevent dermal contact by installation of<br />

additional soil cover on the part owned by the City of Toledo west of I-75 (<strong>for</strong>mer<br />

Willy’s test track), armoring of the banks of Bowen Ditch and the Ottawa River, and<br />

planting of trees on the Ottawa River slope to enhance evapotranspiration of ground<br />

water.<br />

In October 2001 Ohio EPA tentatively approved a decision document but planned<br />

reuse of the property (risk) is being negotiated, there<strong>for</strong>e the RD/RA is not finished.<br />

The plan calls <strong>for</strong> the reuse of the site as recreational. Construction of the remedy is<br />

expected to take place in 2002<br />
