Site Investigation (1987)<br />

A Potential Hazardous Waste Site Preliminary Assessment was completed <strong>for</strong> this<br />

site by Ohio EPA on July 22, 1987. It recommended additional monitoring of the<br />

leachate and evaluation of the water quality of Otter Creek.<br />

(1994, 1995)<br />

Site reconnaissance visits were conducted by Ohio EPA in August 1994 and March<br />

1995. The 1994 visit revealed leachate seeps and waste erosion problems.<br />

(1996)<br />

In 1996 this site was investigated as a part of the Ohio EPA Maumee Area of Concern<br />

Project Phase II Site Investigations. Two site visits in 1996 confirmed leachate<br />

releases. Analysis of on-site soil samples, sediment samples from Otter Creek and<br />

water samples demonstrated contamination, which may be associated with the site. It<br />

was recommended that further investigation/evaluation be done to more accurately<br />

characterize its impact.<br />

Remediation (1987)<br />

George Gradel Co. hired Hull & Associates, Inc. to close this site as ordered by Ohio<br />

EPA. Hull & Associates, Inc. identified methane as the primarily driver of leachate<br />

seeps in the perimeter dike. Methane venting controlled the methane concern. The<br />

cutoff of flow from a leaking City of Toledo drinking water line reduced the leachate<br />

seeps. The removal of recharge and capping of the landfill resulted in a significant<br />

drop in the leachate. A compacted clay cap, along with the leachate control system<br />

and methane venting, were designed and installed at the time of closure.<br />

Site History:<br />

This 2.66 acre site is located at the corner of Hill Ave. and Fearing Blvd. adjacent to<br />

the Conrail property and railroad tracks. Stamping activities have been in operation at<br />

this site since 1934. The plant produced engine rocker arms, disc brake shoes, trailer<br />

brake actuators and other heavy gauge stampings. Oils and solvents have been used<br />

in the manufacturing process. Waste oils and/or waste solvents were stored, spilled<br />

or disposed of at this site. The primary area of concern on this property is along the<br />

Conrail tracks where every month approximately three 55-gallon drums of waste oil<br />

were used to control weed growth from 1958 to 1978.<br />

Site Investigation (1985-1986)<br />

Initial site investigations were per<strong>for</strong>med by T.A. Gleason Associates in October and<br />

November 1985. Additional groundwater sampling and analysis was done in<br />

December 1985, February 1986 and March 1986. A site assessment was completed<br />

in 1986 by T.A. Gleason. Test borings, soil sampling, construction of monitoring<br />

wells, and hydraulic testing took place. Hydraulic testing indicated shallow ground<br />

water flowing laterally through sandy soil over a less permeable layer. It was<br />
