Site History:<br />
At one time tributaries of Otter Creek entered this site at three locations and ran<br />
through concrete structures under several impoundments, which were used <strong>for</strong><br />
wastewater treatment. Chemicals of concern identified at this site were arsenic,<br />
phthalates, dienoctyl phthalate, and other unknown chemicals. In addition to the site<br />
improvements, Pilkington continues to monitor the site and to identify and implement<br />
improvements, as necessary, to meet environmental objectives. (see Issue 10 -<br />
Industrial Dischargers <strong>for</strong> more in<strong>for</strong>mation on this site.)<br />
Site Investigation (1992, 1997, 1998, 1999)<br />
Libbey-Owens-Ford did site investigations in 1992, 1997, 1998, and 1999.<br />

Pilkington did a wastewater treatment study.<br />
Remediation (1985-1994)<br />
In 1985, 1986 and 1989 new clay caps were installed. In 1988 through 1994 an<br />
extensive wastewater collection system incorporating underdrains, well points,<br />
horizontal wells, and pump stations was installed. In 1988 through 1989 Otter Creek<br />
was rerouted around this site. The total cost <strong>for</strong> all the remediation and site<br />
investigations done by Libbey-Owens-Ford from 1985-1994 was $ 3.6 million dollars.<br />

Site History:<br />
The concern on this abandoned site is solvent contaminated soils. Matlack Trucking<br />
is now bankrupt and estimated costs <strong>for</strong> cleaning up this site have been included as<br />
part of a potential claim by the State of Ohio against Matlack. The site has abandoned<br />
truck trailers labeled hazardous and there is a questionable soil pile on site. This site<br />
discharged during its operation to the Toledo sewer system from an above ground oil<br />
separator.<br />
Site Investigation (2001)<br />
In 2001 Ohio EPA did two site inspections to make estimates of possible clean up<br />
costs at the site.<br />
Millard Ave. Overpass (Millard Ave. between Front St. and Otter Creek Rd.) – see Duck Creek Watershed<br />
Sun Oil Company (1819 Woodville Rd., Oregon)<br />
Site History:<br />
The 400-acre Sun Oil Refinery has been in operation since the early 1900s. Their<br />
Toledo operations consist of the refinery proper, a tank farm and a marine loading<br />
facility (located 1 ½ miles from the refinery, on the Maumee River). It primarily<br />
processes light crude oil into gasoline but other products include propane, mineral<br />
spirits, kerosene, fuel oils, carbon black oil and asphalt. Sun Oil had a large number of<br />
violations of their NPDES (National Pollutant Discharge Elimination System) permit<br />
until a new wastewater treatment system was installed and process water discharge<br />
to Otter Creek was eliminated in 1993. Ohio EPA Emergency Response Records<br />
from 1978 to 1988 contained 34 <strong>report</strong>ed spills at this site. (See Issue 10 - Industrial<br />
