Issue 9 – Dredged Disposal<br />

Description:<br />

The Toledo Harbor Planning Group established a 30-year plan to address the longterm<br />

sediment management <strong>for</strong> the Toledo Harbor. This plan of action addresses:<br />

- Elimination of open-lake dumping<br />

- Expansion of present confined disposal facilities<br />

- Reuse of confined sediments<br />

- Implementation of erosion-control measures in the Maumee watershed<br />

- Environmental restoration/shoreline protection<br />

- Actively managing sediment dewatering in CDFs<br />

This plan led to the creation of the Long-Term Sediment Management Strategy &<br />

Committee.<br />

Long-Term Sediment Management Strategy & Committee<br />

1994-Present<br />

Description:<br />

The Long Term Sediment Management Study Committee is investigating and<br />

implementing various steps to address Maumee River dredge disposal. The<br />

committee has adopted a 3-prong approach to this issue: 1) soil erosion control, 2)<br />

recycling and reuse and 3) capacity expansion. A Phase IV Report was finalized in<br />

2001, which would maintain the existing programs and identify a preferred alternative<br />

<strong>for</strong> long-term capacity.<br />

Dredge Material Reuse<br />

The Toledo-Lucas County Port Authority (TLCPA), in cooperation with the ACOE, has<br />

investigated a variety of Recycling Programs to reuse material dredge from the<br />

Maumee River federal navigation channel. The Port Authority’s recycling/reuse ef<strong>for</strong>ts<br />

have been underway since 1986 and was expanded in 1999 to allow three companies<br />

to each use 33 acres at the Port’s confined disposal facility (CDF) (Facility #3) to<br />

demonstrate their recycling techniques. This one-year demonstration has been<br />

extended through June of 2001. Following the demonstration period it is hoped that<br />

successful demonstration programs can be expanded and additional material will be<br />

recycled providing additional capacity <strong>for</strong> future dredging.<br />

In addition to the Port Authority’s ef<strong>for</strong>ts, the ACOE has demonstrated the ability to<br />

recycle dredge material using various yard waste and compost materials. As the<br />

ACOE moves <strong>for</strong>ward with its demonstration program, land will be made available by<br />

the Port Authority to accommodate this demonstration.<br />

Capacity Expansion<br />

The final and most pressing issue to be addressed is that of capacity expansion. This<br />

ef<strong>for</strong>t is broken into two separate steps: 1) enhanced management of existing<br />

capacity and 2) construction of a new or expanded CDFs. Better management will<br />
