A private company (Continental Development Corporation) plans to redevelop this<br />

120-acre, 1-mile stretch of property into a residential/commercial/entertainment<br />

center. Plans are to improve and expand an existing marina, create a marina in a<br />

large slip <strong>for</strong>merly used to deliver coal to the power plant, develop a marine transport<br />

terminal, and develop transient mooring facilities <strong>for</strong> Great Lakes travelers. This<br />

development is planned to take place in East Toledo along the Maumee River. It will<br />

be developed on the largest brownfield site in the City of Toledo.<br />

A committee of 24 members constructed this comprehensive plan as the goals <strong>for</strong> the<br />

City of Toledo’s growth and development. The intent of the plan is to <strong>for</strong>m<br />

recommendations <strong>for</strong> the future of the city, including the redevelopment of the city,<br />

new zoning, improvement of the funding of major public investments and the continual<br />

update of the plan through the steering committee. By determining what the city had<br />

and what the city needed, the committee, along with the Mayor and various<br />

consultants, designed 188 recommendations <strong>for</strong> the improvement of the city. Areas<br />

of concentration include those areas in which the committee was disappointed with,<br />

including public schools, a lack of youth programs, public transportation, urban sprawl,<br />

and an underutilized downtown area. The plan is designed to succeed when housing<br />

is developed in the city, employment opportunities increase, the downtown is<br />

developed, the population grows to almost 400,000 residents, Toledo has attractive<br />

streets and neighborhoods, and the Maumee River is the most popular area of<br />

recreation. Maumee River waterfront enhancements should provide more accessible<br />

greenspace areas in the city. Greenways are to be constructed along the river <strong>for</strong> the<br />

development of new footpaths or bike trails.<br />
