Leaded tank bottoms and asphalt waste were land farmed here. According to a <strong>for</strong>mer<br />

employee, acid waste, leaded tank bottoms (tetra ethyl lead), and miscellaneous<br />

unknown waste in drums were buried at the site. Concerns at this site are hazards<br />

from lead and caustic sludges and oily wastes. Dissolved petroleum hydrocarbons<br />

were occasionally found within the perched groundwater adjacent to areas of soil<br />

contamination. A small layer of creosote DNAPL (dense non-aqueous phase liquid)<br />

was located within a portion of the property previously used to manufacture roofing tar<br />

and asphalt. This site is now under the auspices of the Ohio EPA Voluntary Action<br />

Program (VAP).<br />

Site Investigation (1996)<br />

In 1996 this site was investigated as part of the Ohio EPA Maumee Area of Concern<br />

Project Phase II Site Assessments. It was decided that further investigation of this<br />

site was not required because cleanup is underway under the Ohio EPA VAP<br />

program.<br />

Remediation (1995-2001)<br />

A substantial clean up ef<strong>for</strong>t is taking place on this site under the Ohio EPA VAP<br />

program. Activities to remedy various environmental impacts include removal, inplace<br />

stabilization, and containment. Specific activities conducted to date have<br />

included:<br />

• Removal of surface soils at various locations on the property that exceeded the<br />

applicable standards.<br />

• Closure of a 2-acre sludge pit.<br />

• Remediation of hydrocarbon-impacted soils within an active 3rd-party pipeline<br />

right-of-way and at the location of a <strong>for</strong>mer crude oil sampling station.<br />

• Removal of contaminated soils from around a <strong>for</strong>mer oil production well and from<br />

within the cavity of two large, <strong>for</strong>mer underground storage units.<br />

• Neutralization & stabilization of acid sludge in two buried disposal pits.<br />

• Stabilization of lead-containing backfill within two large, <strong>for</strong>mer underground<br />

storage units.<br />

• Stabilization of sediments in the <strong>for</strong>mer East and West Boilerhouse Ponds.<br />

• Installation of a 2500-lineal foot slurry wall along the Maumee Riverfront to contain<br />

hydrocarbon-impacted groundwater and phase-separated hydrocarbons.<br />

• Construction of a semi-passive system to treat groundwater collected upgradient<br />

of the slurry containment wall.<br />

Activities completed by August 2001, included remediation of the creosote DNAPL<br />

and associated soil impacts. Chevron received a Covenant-Not-to-Sue from Ohio<br />

EPA in December 1998 <strong>for</strong> the 13-acre York Street area of the property. Sale of this<br />

portion of the site closed in March 1999 and industrial redevelopment is complete.<br />

In cooperation with the City of Toledo, a No Further Action (NFA) Letter <strong>for</strong> the Front<br />

Street right-of-way adjacent to the Toledo Port Facility was submitted to Ohio EPA in<br />

March 2001. NFA Letters <strong>for</strong> the remainder of the property will be submitted to Ohio<br />

EPA upon completion of remedial activities. Several third parties interested in<br />

industrial redevelopment of the property have entered into confidentiality agreements<br />

with Chevron to assess the suitability of the site to their needs.<br />
