(1985)<br />

In 1985 Ohio EPA did a Potential Hazardous Waste Site Preliminary Assessment and<br />

recommended that this site be designated medium priority <strong>for</strong> FIT/State activity.<br />

(1986)<br />

In December 1986 Fred C. Hart, Inc. recommended a remediation <strong>for</strong> this site to<br />

Owens Illinois.<br />

(1987)<br />

In June 1987 a Site Inspection Report was done by Ecology and Environment, Inc. <strong>for</strong><br />

US EPA. It noted that a two foot high dike surrounded the site and it appeared to be<br />

secure. It also noted that Owens Illinois was working with Ohio EPA to remedy the<br />

soil contamination.<br />

(1993)<br />

This site was investigated as a part of the Ohio EPA Maumee Area of Concern<br />

Project Phase I Site Investigations. Although there was significant groundwater and<br />

soil contamination on this site, it was not believed to be significantly contributing to<br />

poor water quality in the Ottawa River. There<strong>for</strong>e, no further remedial action was<br />

recommended.<br />

Remediation (1987-1988)<br />

Owens Illinois conducted a remediation, with technical assistance from Ohio EPA, on<br />

this site. It consisted of relocating the chromium contaminated soils to the center of<br />

the property and capping them with two feet of compacted clay, a polyethylene liner,<br />

and sand. An asphalt parking lot was then installed on top of the remediation site.<br />

Four monitoring wells were installed around the perimeter of the parking lot and were<br />

to be monitored biannually <strong>for</strong> chromium.<br />

Site History:<br />

This 12.5 acre site is approximately one-half mile from the Ottawa River. It was<br />

operated from 1932 to 1986 as a Research and Development Center <strong>for</strong> the glass<br />

manufacturing process. There were three buildings on the site. The largest of which<br />

was the South Technical Center. It was equipped with chemistry laboratories and a<br />

large glass furnace. In the 1940s glass coloring ink waste may have been buried in<br />

the basement. Waste refractory bricks contaminated with chromium and lead were<br />

also buried in the basement of this building.<br />

A second building, located near the South Technical Center, stored waste chemicals<br />

from research and development laboratories. Waste streams were not treated and<br />

were stored in barrels (60,000 pounds per year of spent solvents and 60,000 gallons<br />

per year of other organics)<br />
