Ohio EPA should issue “Package Plant<br />

Permits” to 1.Provide a way of tracking<br />

what package plants exist, and who<br />

owns and operates them. 2. Collect<br />

in<strong>for</strong>mation on changes at the site,<br />

which should require the capacity of the<br />

plant to be increased. 3. Require that<br />

someone be given the responsibility <strong>for</strong><br />

operating and maintaining the plant;<br />

and that person to participate in<br />

package plant O/M training. This #<br />

training need not be equal to a Class I<br />

Operator’s License. 4. Package plant<br />

permits should be simpler than NPDES<br />

Permits. 5. Flow records and other<br />

sampling data should be included in<br />

<strong>report</strong>ing, if it exists. Sample<br />

requirements should include a weekly<br />

30-minute jar settling test from the final<br />

clarifier. (3.8.2., 4.8.2, 5.8.2., 6.8.2.)<br />

Recommend that facility in<strong>for</strong>mation be<br />

updated each time a permit is renewed.<br />
