The Army Corps of Engineers completed a Phase I General Design Memorandum<br />

(GDM) in November 1976. Although the GDM <strong>report</strong>ed a benefit/cost ratio (BCR) of<br />

1.57 to 1, it recommended that pre-construction planning be terminated and the<br />

project be classified as inactive because of a lack of a local cooperator <strong>for</strong> the project.<br />

As stated in the GDM “…it is apparent that no governmental body empowered to<br />

cooperate legally and financially with the Federal government would be willing to meet<br />

the local cooperation requirements.” An Environmental Impact Statement (EIS) was<br />

filed in November 1977.<br />

Description:<br />

The Ottawa River Harbor dredging study was initiated through the United States<br />

House of Representatives and completed by the ACOE in 1992. This study was<br />

conducted because area residents had long desired a dredged channel in the Ottawa<br />

River to Lake Erie. This would relieve the siltation problem and provide an added<br />

measure of safety <strong>for</strong> entering the harbor when strong southwest winds lower the<br />

water levels. During periods of low lake levels and resulting shallow river depths,<br />

passage by all but the shallowest draft small boats is prohibited. Even during periods<br />

of higher lake levels, depths required <strong>for</strong> recreational boats often restrict the classes<br />

of pleasure craft able to safely navigate the river, due to the shoals and shallow<br />

depths in the river and bay channel.<br />

The study presented six optional activities with costs to complete. Because no local<br />

or state government agency provided a Letter of Intent to cost share this project and<br />

because there was not sufficient high priority outputs to justify federal interest, the<br />

federal government opted to choose the alternative “no action plan”.<br />

December 2000<br />

Description:<br />

A workshop to discuss issues associated with dredging the river <strong>for</strong> navigation and<br />

enhancement. It provided a background on the health of the river, current conditions,<br />

the economic benefit study, and the proposed dredging project and its costs. At this<br />

meeting, the City of Toledo announced that they are willing to be the local sponsor of<br />
