Community agents en<strong>for</strong>ce detected and identified illicit discharges. En<strong>for</strong>cement<br />

actions are primarily complaint driven. In Toledo this is done by the Division of<br />

Environmental Services.<br />

Spill Response Programs<br />

Description:<br />

Municipalities and counties have spill response programs through fire departments,<br />

the EMA, or the Environmental Services Department (City of Toledo). Responses to<br />

illegal discharges are primarily complaint driven.<br />

Wastewater Disposal Plans/Permits<br />

Description:<br />

Many times wastewater may require treatment and/or disposal, depending upon the<br />

operational processes of the facility. The treatment and disposal of leachate or<br />

wastewater may require permits, monitoring, or <strong>report</strong>ing. The installation of a<br />

wastewater disposal system requires an approved Permit To Install (PTI) (see OAC<br />

3745-31). Disposal to a sanitary sewer system may require an Indirect Discharge<br />

Permit from Ohio EPA. Similarly, discharges of wastewater to a surface water<br />

requires an NPDES permit. Discharges of wastewater into the ground may be<br />

required to obtain an underground injection well permit from Ohio EPA.<br />

Description:<br />

The City of Toledo implemented an ordinance requiring BMPs <strong>for</strong> construction sites<br />

from 1-5 acres.<br />

Counties and municipalities require site plan reviews, including reviews of storm water<br />

facilities, prior to plan approval.<br />
