Remediation (1983)<br />

PCB contaminated oil was removed by Inland Chemicals of Kentucky. Closure (filling<br />

lagoon with non-metallic auto fluff material and capping with clay, topsoil and seeding)<br />

was done in 1983.<br />

(1992-1993)<br />

In 1992-1993 an emergency removal action packaged and removed approximately<br />

1,200 drums and 5 above ground blending tanks under funding from CERCLA, on the<br />

eastern part of the site. Waste materials included spent solvents mixed with other<br />

wastes creating an incompatible storage situation.<br />

(1998-Present)<br />

In 1998, the western portion of the site was included in the remediation of the Stickney<br />

Landfill to help prevent leachate from leaving the XXKem site and entering the<br />

Stickney Landfill site. This design included grading and capping the western (rear)<br />

portion of the site consistent with the capping design <strong>for</strong> the landfill. A pump and treat<br />

groundwater remediation system was installed by the City of Toledo ($300,000) at this<br />

time and continues to be in operation. Safety-Kleen Envirosystems Company<br />

assumed the ongoing operations and maintenance of the system that as of December<br />

2000 removed 3000 gallons of leachate per week.<br />

Bill’s Road Oil Services (3500 York St., Oregon)<br />

Site History:<br />

Bill’s Road Oil Services operated as an oil recycling facility <strong>for</strong> 9 years on this .25 acre<br />

site. It included 2 waste oil impoundments (lagoons) and five tanks which were used<br />

<strong>for</strong> storage. The impoundments were located in the southeast corner of the property.<br />

This property was acquired by Fondessy Enterprises, Inc. in 1982. Envirosafe<br />

Services of Ohio, Inc. (ESOI) took ownership of all the Fondessy Family properties<br />

located in this area in 1983. By 1984 the liquid from both lagoons was removed.<br />

Envirosafe did remediation of the site and they used the tanks on the south part of the<br />

property <strong>for</strong> vehicle storage/maintenance sheds.<br />

When Cell M of the Envirosafe hazardous waste disposal facility was initiated in 1992<br />

the Bill’s Road Oil area was used to stockpile and condition the clay <strong>for</strong> the cell liner.<br />

In June 1992 the Envirosafe Stabilization/Containment Building construction began on<br />

the <strong>for</strong>mer Bill’s Road Oil property. This area was excavated during construction and<br />

oil stained soils with traces of gray material were found. Ohio EPA required<br />

Envirosafe to conducted analytical studies of the soils and to prepare a sampling and<br />

analysis plan <strong>for</strong> clean up. This site is identified as a solid waste management unit<br />
