include Turtle Creek, Packer Creek and the Toussaint River in the Maumee AOC.<br />

This action took place following the investigation <strong>report</strong>s <strong>for</strong> these watersheds, though<br />

the lack of data made it difficult to determine the extent to which specific beneficial<br />

uses were impaired. To quote the (<strong>for</strong>mer) Director of Ohio EPA, Donald<br />

Schregardus, from his letter dated November 10, 1993, “the instability of the Great<br />

Lakes bald eagle population provided sufficient justification <strong>for</strong> increasing<br />

environmental protection ef<strong>for</strong>ts in these direct tributaries. Continued monitoring of<br />

sensitive coastal areas will enable a more comprehensive assessment of the<br />

effectiveness of remedial actions taken in the AOC and is consistent with the<br />

ecosystem approach advocated by the RAPs.”<br />

In 1998 the Maumee RAP Committee, TMACOG, and Ohio EPA agreed that there<br />

were differing view on the identity of the Maumee RAP and the nature of the structure<br />

under which it was functioning. A committee of eight people representing the three<br />

organizations met monthly to clarify the relationship of these organization with the goal<br />

of making the Maumee RAP more effect. A “Relationship Document” produced by<br />

this Committee clarified the relationship of the organization and established the<br />

independent identity of the Maumee RAP. It also established a chain of command<br />

and decision making process to be used. The members of this Committee agreed to<br />

meet only on an as needed basis.<br />

TMACOG Environmental Council<br />

1998 - Present<br />

Description:<br />

The TMACOG Environmental Council oversees and manages the environmental<br />

planning functions of TMACOG. It recommends regional environmental policies<br />

through the Areawide Water Quality Management Plan <strong>for</strong> which it is responsible.<br />

The Environmental Council makes recommendations to the TMACOG Board of<br />

Trustees, which adopts final policy. Through these policies, the strategic, long-term<br />

Environmental Council goals of TMACOG are established, and the methods to<br />

achieve short-term tactical objectives are determined. The Environmental Council<br />

also establishes the administrative support necessary to achieve these goals and<br />

objectives.<br />

The Environmental Council has responsibility once assigned to TMACOG’s Areawide<br />

Water Quality Planning Council, though the approach is different, with a greater<br />

emphasis on comprehensive watershed planning rather than control of pollutants.<br />

The Council recommends action on the Areawide Water Quality Management Plan<br />

(AWQMP) to the TMACOG Board of Trustees. Chapters on public wastewater<br />

treatment have been adopted by the Board of Trustees, nonpoint source chapters are<br />

currently in draft <strong>for</strong>m, and additional chapters over the next several years are<br />

planned. Throughout, RAP recommendations will be included in drafts, and the RAP<br />

will be involved in their review. The Environmental Committee reserves a voting<br />

position <strong>for</strong> a Maumee RAP Committee representative.<br />
