technical assistance to reduce toxic<br />

chemical releases, serve as an<br />

in<strong>for</strong>mation clearinghouse on waste<br />

reduction, conduct educational<br />

programs on toxic chemical release<br />

reduction or elimination, thereby<br />

incorporation pollution prevention<br />

practices. (3.12.2)<br />

Recommend that State enabling<br />

legislation be enacted such as the<br />

“Tough on Toxics” bill, SB 234 and H.B.<br />

611, known as the Toxic Chemical<br />

Release Reduction Act, or similar<br />

legislation. (3.12.2)<br />

Recommend the establishment of a<br />

major program of fellowships <strong>for</strong><br />

engineering or industrial chemistry<br />

students, giving them training and field<br />

experience in conducting plant audits<br />

and assessing waste reduction project<br />

options, or establishment of courses <strong>for</strong><br />

mid-career engineers and chemists to<br />

introduce them to this new waste<br />

management strategy. (3.12.2)<br />

Recommend the creation of a new<br />

leadership entity within Ohio<br />

government that could use plant<br />

chemical use and discharge data to<br />

identify the greatest industrial waste<br />

reduction needs in the state, set<br />

priorities <strong>for</strong> the most effective<br />

expenditure of monies, and focus on<br />

technical assistance. (3.12.2)<br />

Recommend creating a state office with<br />

specific responsibility <strong>for</strong> waste<br />

reduction, separate from environmental<br />

offices dealing with regulatory<br />

functions, to deal with “pollution<br />

prevention pays” (3.12.2)<br />

Recommend that hazardous waste<br />

generating facilities <strong>for</strong> purposes of<br />

their own planning conduct periodic<br />

audits, develop plans and document<br />

their accomplishments in waste<br />

reduction. (3.12.2)<br />
