6. Introduction by Accounting Officer Reasonable initial progress was made in dealing with a number of key historical challenges linked to: 1) the timeous declaration of the 2013 post provisioning basket and the finalization of post establishments for schools so that the province achieved the average national ratio of 1:35; 2) the delivery of stationery and Curriculum and Assessment Policy Statement (CAPS) textbooks for Grades 1 to 3 and 10 by the Department and the delivery of workbooks by the Department of Basic Education (DBE); 3) the full restoration and continued provisioning of nutrition to 1, 692, 643 learners in 5, 132 schools in all quintiles 1, 2 and 3 schools; 4) the full restoration and continuation of the scholar transport service according to the existing budget; 5) a data clean-up of educator and learner numbers; 6) an increased and extensive support provided to Grade 12 learners in the 2013 academic year; and 7) an improvement in the control to ensure a drastic decrease in historical high levels of fraud and corruption. The Section 100(1)(b) priorities include the following twenty two delivery areas requiring urgent attention and which have to be reported on regularly: 1) 2013 Grade 12 Learners‟ support programme; 2) National School Nutrition Programme (NSNP); 3) Supply of stationery and textbooks; 4) finalisation of the 2013 schools post establishment; 5) provisioning of school furniture; 6) transfer payment of funds to section 21 school in terms of the National Norms and School Funding; 7) Learner Transport; 8) filling of all substantive vacant posts in schools; 9) filling of all substantive posts for schools; 10) provision of mobile classrooms; 11) procurement and payment of services for all non-section 21 schools; 12) filling of all critical vacant posts for schools of learners with special education needs; 13) implementing reversal of irregular salary increases; 14) merger and closure of schools that are not educationally viable; 15) redeployment of teachers in addition; 16) implementing the Audit Rectification Plan; 17) clearing backlogs of appeal cases; 18) finalising of all outstanding disciplinary cases; 19) conducting head count of learners and employees; 20) strengthening the Internal Audit and Risk Management Unit; 21) improve expenditure on the Conditional Grants; and 22) compliance with legal prescripts pertaining to Human Resources (HR), finance and others. In 2013, the Department will continue to implement the enhanced Learner Attainment Improvement Strategy (LAIS), which was incorporated into the Turnaround Plan, and successfully conduct a number of credible examinations. The Province will conduct and administer Provincial standardised tests for Grades 3, 6 and 9 in June and November in 2013 and examinations for Adult Education and Training Level 4 candidates and Grade 12 candidates in more than a thousand centres (full time and part time candidates combined). A number of key medium to long-term challenges remain which are being resolved through increased and focused effort and support from the Office of the Premier, Provincial Treasury, the Departments of Basic Education (DBE), National Treasury, Public Service and Administration (DPSA), and Roads and Public Works. Despite the challenges in fully implementing the Audit Intervention Plan in 2012/13, some great strides have been made to date, relating to human resources and document management in the Department. Audit teams have been formed to ensure timeous supply of all information requested by the office of the Auditor-General. The Department continues with the appointment of PriceWaterhouseCoopers to focus on internal audit, Risk Management and forensic investigations. Part B: Strategic Overview 1. Revision of Departmental Vision, Mission, Strategic Goals, Strategic Objectives and Values in line with Schooling 2025 and the Delivery Agreement of the Minister of Basic Education Schooling 2025 is a long-term strategic plan for the Basic Education Sector which will allow for the monitoring of progress against a set of measurable indicators covering all aspects of basic education including amongst others , enrolments and retention of learners, teachers, infrastructure, school funding, learner well-being and school safety, mass literacy and educational quality. Since Schooling 2025, the Action Plan to 2014: Towards the Realisation of Schooling 2025 and the Delivery Agreement for the Minister of Basic Education, MECs for Education and other stakeholders were finalised after the submission of the current medium-term or five-year cycle, the Department decided to review its vision, mission, strategic goals, strategic objectives values and align the programme performance measures and sector performance indicators to that in Schooling 2025, the Action Plan to 2014 and the Delivery Agreement for the Minister of Basic Education. See the revised vision, mission, strategic goals, objectives and values in Part A and the revised Strategic Goal Statements in Appendix A of this document. The long-term plan includes a medium-term Action Plan to 2014 and both plans include the 27 national goals. Thirteen of these goals are output goals dealing with better school results and better enrolment of learners in schools. The remaining 14 goals deal with things that must happen for the output goals to be realised. The following table shows the relationship between Schooling 2025’/ Action Plan 2014’ and the Strategic Goals, Strategic Objectives and Performance Measures of the Department: SCHOOLING 2025 AND ACTION PLAN TO 2014 1.
