4. Programme 4: Public Special School Education
Purpose: To provide compulsory public education in special schools in accordance with the South African Schools Act and
White Paper 6 on Special Needs Education: Building an Inclusive Education and Training System
Analysis per programme:
Programme 4 enables implementation and roll out of Inclusive Education which focuses on eliminating all forms of barriers so as to
enable all learners to access education and receive educational support. Special schools in the province have been resourced with
assistive devices, school buses and capacity building of educators as well as renovation/upgrading and construction of some special
schools. Of the four public ordinary schools identified as Full Service Schools, one has been constructed and the other renovated.
The remaining two have been prioritised for upgrading/renovating in the 2012/13 financial year. The department will identify one
school per district for conversion into a full service school. In addition to the four existing full service schools, some schools released
from the process of rationalisation of schools, will also be upgraded to special schools in districts where there is currently none. For
the 13/14 financial year the main focus will be the expansion of Inclusive Education through resourcing of Special and Full Service
Schools as well as the capacity building of District Based Support Teams(DBST’s) and Institution Level Support Teams(ILST’s).
It also addresses human rights and social justice issues by expanding provision of support and access to education of learners who
are from previously marginalized groups, which include children in conflict with the law, in need of care and destitute children. The
programme does this through three (3) sub-programmes, namely:
• Schools: The focus of this programme is resourcing of schools in the form of provision of human and material resources. The
emphasis is on provision of assistive devices, transport, Learning Teaching Material and personnel for the Special
Schools.
• Professional Services & HRD: Professional development at both District and School levels are key to implementation of
Inclusive Education. Both District-Based Support Teams and Institution Level Support Teams have a responsibility of
managing the roll- out of Inclusive education throughout the Department.
• In-School Sport: All the activities affecting learners in Special Schools should, as far as it is possible, be integrated with
activities of their counter parts in the Mainstream schools. Good progress has taken place in Music and needs to
expand in throughout Sport.
For the financial year 2013/14, a more vigorous campaign to Advocate Inclusive Education across society will be the main focus in
order to further infuse the philosophy in all the Departmental programmes.

• Full implementation of SAIS
• Identification of underutilized school buildings for expansion of special schools
• Filling of non-teaching posts
