Australian Soil conservation Conference Maroochydore 1985 SOIL CONSERVATION FUTURE STRATEGIES - A F WORK FOR PROGRESS Dr B R Roberts Darling Downs Institute of Advanced Education, Toowoomba An examination of the proceedings of the previous national soil conservation conference shows how emphasis over the years has moved from one important sphere of activity to the others. The first conference stressed the technical aspects of corrective action in soil conservation; the second conference gave more attention to the need for extension services to promote what was already known; the third conference focussed on expanding community awareness of land degradation. Each of these approaches had an important contribution to make at the particular stage of evolution of the ~ustrxlian conservation ethos. In recent years it has become obvious that the time has now arrived for land degradation to be placed on the nation's political agenda as a socio-economic issue of central importance to the community at large. The future strategies recommended in this overview do not include the technicalities of conservation farming, but rather the economic, educational and legal framework. In this threepart contribution to future strategies, Longworth has given the soil conservation authorities viewpoint, while Blessing has provided an outstanding analysis of the landholders position, including a number of pertinent statements worthy of the closest scrutiny by policy-makers. The strategies which follow in the present overview must be evaluated against a background which recognises the need for a combined tripartite policy of s, education and regulation, each in its proper place. re) -=.- The =commendations are classified into broad groups in no particular order of priority. Many of the points have been suggested before and the writer is convinced that the majority of the strategies put forward here warrant the establishment of special Task Groups by the Standing Committee on Soil Conservation, not to discuss the academic merits of each, but to find ways and means of achieving meaningful political action to prevent further degradation while it is still economically feasible.
- - --< -- - I. ORGANISATION AND INSTITUTIONAL ARRANGEMENTS 1. ~h&d % G.N.P. for Soil Conservation - --- -. .- --. A star&ng agreement should be reached between all federal parties that a fixed minimum percentage of G.N.P. be allocated - to soil conservation annually. This percentage should be not less than $150 million in present real terms. Fiscal policy must ensure that such funds allocated to States cannot be used for other purposes. 2. Development of On-Goins Agricultural Policy Federal government should develop an agricultural policy in conjunction with the States to form an on-going framework for decision-making in agriculture. This policy should replace the ;I present annual budgetary influences on production and marketing. .-: ! '1 I The Agricultural Council should be replaced by a new planning and policy-formulating body given special powers under the constitution to implement legislation on land use and stabilisation. 3. Rural Reconstruction and Livina Areas * The Rural Reconstruction and associated schemes should aym- to amalgamate properties and to achieve a total number of landholders which reflects the capability of agricultural land in each region. 4. Economic Sianificance of the Rural Sector Governments should recognise the inequity between the productive capacity and the voting strength of constituencies. Presently over 40% of national export earnings are produced by less than 5% of the voters. Since this minority group act as trustees of the nation's food-producing resources, special consideration of fiscal policy relating to land maintenance is called for. 5.
