6. Enablins Leaislation to Assist Catchment coordination
In some-States serious delays in the implementation of catchment
plans-;are caused by lack of cooperation of individual
landhold6rs in key positions. Legislation should be enacted
which ofjliges all landholders in a proclaimed catchment to
undertake the necessary coordinated works and management agreed
to be necessary by the majority of landholders cooperating in
the project.
7. Leasehold Covenants
Legal provision should be made to include covenants in
agricultural and pastoral leases, which prevent overexploitation
of the productive capacity of the land. 1
8. Land Prices
The paying of Class I1 land prices for Class IV land is a major
cause of the expansion of unsound land use in marginal cropping
areas.
Controls on land values should be introduced through- the
implementation of zoning and cropping guidelines to eliminate
the detrimental effect of exploitative land use systems ghich
occur when land prices are determined simply by demand in the
marketplace. Legislation is required to protect the potential
of the land against land price trends reflecting short-term
prof it objectives.
