Water dependency ratio is calculated for AQUASTAT by the FAO Land and Water Development Division. It <strong>in</strong>corporates total country <strong>in</strong>flow and outflow of surface<br />

water and groundwater after account<strong>in</strong>g for flow submitted to and reserved by bilateral and multilateral treaties. (B) International <strong>Freshwater</strong> Treaties Per Bas<strong>in</strong>. Number of treaties per bas<strong>in</strong> is the sum of<br />

all agreements (historical, present, general) which have been signed by States govern<strong>in</strong>g water resources <strong>in</strong> the bas<strong>in</strong>, either with one another or as part of a regional agreement, where the concern is water<br />

as a scarce or consumable resource, a quantity to be managed, or an ecosystem to be improved or ma<strong>in</strong>ta<strong>in</strong>ed. Documents concern<strong>in</strong>g navigation rights and tariffs, division of fish<strong>in</strong>g rights, and del<strong>in</strong>eation<br />

of rivers as borders or other territorial concerns are not <strong>in</strong>cluded, unless freshwater as a resource is also mentioned <strong>in</strong> the document, or physical changes are be<strong>in</strong>g made that may impact the hydrology of<br />
