consulates <strong>in</strong> either country. So, how does one<br />
reduce the vulnerability of disputes <strong>in</strong> a situation<br />
as delicate as that of the Silala? And how does<br />
one confront such issues <strong>in</strong> larger-scale bas<strong>in</strong>s<br />
with more stakeholders and sectors <strong>in</strong>volved?<br />
3.3 MITIGATION OF<br />
INTERNATIONAL WATERS<br />
CONFLICT IN SOUTH AMERICA<br />
Even though hydropolitical vulnerability is found<br />
<strong>in</strong> all <strong>in</strong>ternational water bas<strong>in</strong>s to a certa<strong>in</strong><br />
extent, the number of cooperative efforts far<br />
exceeds the number of conflicts that have arisen<br />
from such susceptibility, mak<strong>in</strong>g cooperation the<br />
rule rather than the exception (Yoffe et al. 2003).<br />
Furthermore, by reduc<strong>in</strong>g the amount of risk that<br />
a bas<strong>in</strong> is subject to, more collaborative efforts<br />
will occur, thereby mak<strong>in</strong>g the <strong>in</strong>stitutional<br />
mechanisms for <strong>in</strong>ternational water resources<br />
management more effective and efficient and<br />
result<strong>in</strong>g <strong>in</strong> fewer disputes and improved liv<strong>in</strong>g<br />
conditions for all.<br />
Most of the <strong>in</strong>ternational river bas<strong>in</strong>s <strong>in</strong><br />
South <strong>America</strong> are still <strong>in</strong> the nascent stages of<br />
development and management. In the La Plata<br />
and Lake Titicaca bas<strong>in</strong>s, however, decades of<br />
experience have produced steady progress<br />
toward more susta<strong>in</strong>able water management by<br />
decreas<strong>in</strong>g the factors of vulnerability through<br />
stronger governance, economic development,<br />
and <strong>in</strong>ternational cooperation, even if there is<br />
still a need for fundamental <strong>in</strong>stitution build<strong>in</strong>g.<br />
3.3.1 La Plata River Bas<strong>in</strong><br />
Although the La Plata River bas<strong>in</strong> is often overshadowed<br />
by its larger cous<strong>in</strong>, the Amazon, it is<br />
the fifth largest river bas<strong>in</strong> <strong>in</strong> the world (Environment<br />
Canada 2004), and has more <strong>in</strong>habitants than<br />
any other <strong>in</strong>ternational bas<strong>in</strong> <strong>in</strong> South <strong>America</strong>.<br />
The bas<strong>in</strong> covers parts of Argent<strong>in</strong>a, Bolivia,<br />
Brazil, Paraguay, and Uruguay (Table 3.3, Figure<br />
3.2). Its tributaries <strong>in</strong>clude the Paraná, Paraguay,<br />
and Uruguay Rivers, and it conta<strong>in</strong>s the Pantanal,<br />
the largest wetland area of the world.<br />
The countries have been work<strong>in</strong>g together<br />
mutually for the jo<strong>in</strong>t development and management<br />
of the bas<strong>in</strong> s<strong>in</strong>ce 1967, when discussions<br />
were held before the sign<strong>in</strong>g of the La Plata River<br />
Bas<strong>in</strong> Treaty <strong>in</strong> 1969 (GEF 2003). An <strong>in</strong>terest<strong>in</strong>g<br />
pattern developed <strong>in</strong> the early years after the<br />
sign<strong>in</strong>g of the 1969 Treaty: most of the early<br />
agreements between the countries were bilateral<br />
rather than multilateral agreements among all<br />
five bas<strong>in</strong> states. This is evident <strong>in</strong> the development<br />
of hydropower projects <strong>in</strong> the bas<strong>in</strong>. With such a<br />
