Salvadorian cities, <strong>in</strong>clud<strong>in</strong>g the capital city, are<br />

located <strong>in</strong> the bas<strong>in</strong> (Hernández and Rodríguez<br />

2002). There are four hydroelectric plants on the<br />

Lempa and two water treatment plants that supply<br />

San Salvador with potable water.<br />

Because of El Salvador’s location <strong>in</strong> the<br />

lower river bas<strong>in</strong>, it suffers from the environmental<br />

mismanagement tak<strong>in</strong>g place upstream <strong>in</strong> the<br />

Honduran and Guatemalan catchment areas.<br />

The potential for conflict is attenuated, however,<br />

by the fact that El Salvador also is a significant<br />

contributor to the environmental degradation of<br />

the bas<strong>in</strong> and therefore cannot protest aga<strong>in</strong>st<br />

the contributions of its neighbors.<br />

The circumstances <strong>in</strong> the Lempa River<br />

bas<strong>in</strong>—with high levels of change <strong>in</strong> terms of<br />

environmental degradation and dam build<strong>in</strong>g—<br />

might be expected to yield a high potential for<br />

transboundary environmental conflict. Yet despite<br />

the potential, such conflict has not occurred.<br />

Significantly, the Lempa River bas<strong>in</strong> is also the<br />

only <strong>in</strong>ternational river bas<strong>in</strong> <strong>in</strong> Central <strong>America</strong><br />

<strong>in</strong> which a transboundary process of governance<br />

is tak<strong>in</strong>g place. The primary <strong>in</strong>stitutional framework<br />

for the Lempa River bas<strong>in</strong> is called the “Trif<strong>in</strong>io<br />

Plan.” Although the focus of this <strong>in</strong>stitutional<br />

framework extends beyond the Lempa Bas<strong>in</strong>, it<br />

is fair to say that its current dynamic is determ<strong>in</strong>ed<br />

to a large extent by concerns over the management<br />

of the Lempa River bas<strong>in</strong>. Institutions are not<br />

stand-alone arrangements, however; they operate<br />

with<strong>in</strong> economic, political, and social boundaries<br />

that often affect the outcome of an <strong>in</strong>stitution<br />

(IHDP 1999). Therefore, it is important to understand<br />

the context <strong>in</strong> which the Trif<strong>in</strong>io Plan is<br />

embedded. Furthermore, <strong>in</strong> order to exam<strong>in</strong>e the<br />

Trif<strong>in</strong>io Plan as an <strong>in</strong>stitution responsible for<br />

avert<strong>in</strong>g or avoid<strong>in</strong>g conflict <strong>in</strong> the Lempa bas<strong>in</strong>,<br />

its effectiveness must be evaluated aga<strong>in</strong>st the<br />

likely outcomes that might have occurred <strong>in</strong> the<br />

absence of this <strong>in</strong>stitution.<br />

2.7.2 The Trif<strong>in</strong>io Plan as an<br />

Institutional Framework<br />

The Trif<strong>in</strong>io Plan was formulated to provide<br />

development <strong>in</strong> an ecologically diverse region<br />

that is critical to ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g the health of the<br />

Lempa River watershed. The <strong>in</strong>itiative required<br />

the participation of high-level authorities <strong>in</strong> each<br />

of the three countries before be<strong>in</strong>g ratified by the<br />

three legislative assemblies and signed by the<br />

heads of State. The Plan is adm<strong>in</strong>istered by a<br />

Tr<strong>in</strong>ational Commission which was established<br />

by the three vice-presidents <strong>in</strong> 1997.<br />

The significance of the Trif<strong>in</strong>io Plan <strong>in</strong><br />

promot<strong>in</strong>g peace and prevent<strong>in</strong>g conflict must be<br />

evaluated <strong>in</strong> the historical context <strong>in</strong> which it was<br />

conceived. The Trif<strong>in</strong>io Plan played a major role<br />
