The Parana River Bas<strong>in</strong> forms an <strong>in</strong>ternational sub-bas<strong>in</strong> with<strong>in</strong> the La Plata River Bas<strong>in</strong>. An <strong>in</strong>ternational<br />

network has been formed to help defend the ecosystems of the Paraguay and Parana Bas<strong>in</strong>, <strong>in</strong>clud<strong>in</strong>g the<br />

Pantanal and Chaco wetlands, as well as the rights of the region’s human populations. CIH was created<br />

by the five governments to promote and oversee the development <strong>in</strong> the Pantanal, ultimately creat<strong>in</strong>g a<br />

commercial waterway known as the Paraguay-Paraná Hidrovia.<br />

Entidad B<strong>in</strong>acional Yacyreta or Yacyreta B<strong>in</strong>ational Entity (EBY)<br />

Dat<strong>in</strong>g back to the Argent<strong>in</strong>e-Paraguayan protocol signed <strong>in</strong> 1926 on the use of the Apipé rapids, the EBY<br />

was created through a 1973 agreement between Argent<strong>in</strong>a and Paraguay. The ma<strong>in</strong> objectives of the EBY is<br />

to harness hydroelectric power for distribution <strong>in</strong> surround<strong>in</strong>g areas of both countries, improve navigability <strong>in</strong><br />

that particular zone, regulate flood<strong>in</strong>g and water volume <strong>in</strong> general and to mitigate negative environmental<br />

effects.<br />

designed to identify priority transboundary concerns and needs with<strong>in</strong> the Bas<strong>in</strong> and to assist <strong>in</strong> develop<strong>in</strong>g a<br />

watershed-based approach for <strong>in</strong>tegrat<strong>in</strong>g environmental and development concerns <strong>in</strong>to the plann<strong>in</strong>g<br />

programs of the two Governments, with a view toward protect<strong>in</strong>g and ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g the essential ecological<br />

structure and function<strong>in</strong>g of the entire system, <strong>in</strong>clud<strong>in</strong>g its downstream components.<br />
