This is an <strong>in</strong>ternational organism, of b<strong>in</strong>ational character, that offers the legal frame and enables dialogues<br />

Comision Mixta del Rio Parana or Jo<strong>in</strong>t Commission of the Parana River (COMIP).<br />
The Parana forms an <strong>in</strong>ternational sub-bas<strong>in</strong> with<strong>in</strong> the La Plata River Bas<strong>in</strong>. COMIP was agreed to by both<br />
Paraguay and Argent<strong>in</strong>a <strong>in</strong> 1971. This agreement legally b<strong>in</strong>ds both countries to a set of laws regulat<strong>in</strong>g the<br />
shared use of the Paraná River as a natural resource. COMIP functions as an <strong>in</strong>ternational organization, as<br />
such it is responsible for conduct<strong>in</strong>g evaluations <strong>in</strong> such areas as <strong>in</strong>dustrial, agricultural and recreational use<br />
of Paraná River.<br />

The permanent Intergovernmental Co-ord<strong>in</strong>at<strong>in</strong>g ord<strong>in</strong>at<strong>in</strong>g Committee (CIC) is responsible for ongo<strong>in</strong>g adm<strong>in</strong>istration<br />
ot the La Plata Bas<strong>in</strong> Treaty (1969).<br />
The committee is composed of representatives of each country and has a secretariat with responsibility for<br />
coord<strong>in</strong>ation, promotion, and control of the mult<strong>in</strong>ational efforts. The 1969 treaty provides an umbrella<br />
framework for several bilateral treaties between the riparian, and a direction for jo<strong>in</strong>t development of the<br />
bas<strong>in</strong>. The treaty requires open transportation and communication along the river and its tributaries, and<br />
prescribes cooperation <strong>in</strong> education, health, and management of ‘non-water’ resources (e.g., soil, forest,<br />
flora, and fauna). The foreign m<strong>in</strong>isters of the riparian states provide the policy direction.<br />

Comision Technica de Mixta de Salto Grande (CTMSG).<br />
The Salto Grande River Bas<strong>in</strong> forms an <strong>in</strong>ternational sub-bas<strong>in</strong> with<strong>in</strong> the La Plata River Bas<strong>in</strong>.The CTMSG<br />
was set up for the production of electrical energy, us<strong>in</strong>g the rapids of the Salto Grande between Argent<strong>in</strong>a<br />
and Uruguay. Work began <strong>in</strong> 1974, actual electricity generation start<strong>in</strong>g <strong>in</strong> 1979. Now the commission<br />
manages, operates and ma<strong>in</strong>ta<strong>in</strong>s the turb<strong>in</strong>es. Argent<strong>in</strong>a and Uruguay have their power markets totally<br />
<strong>in</strong>tegrated; these turb<strong>in</strong>es contributes 60% of Uruguay’s energy demand and covers 10% of the Argent<strong>in</strong>a<br />
market.<br />
