<strong>in</strong> facilitat<strong>in</strong>g post-conflict dialogue and build<strong>in</strong>g<br />
confidence between countries. The Plan provided<br />
a platform for high-level dialogue and strengthened<br />
cooperation among border communities.<br />
The Trif<strong>in</strong>io region has become the ma<strong>in</strong><br />
experimental laboratory for regional <strong>in</strong>tegration<br />
<strong>in</strong> Central <strong>America</strong>. It represents the only<br />
transboundary area where an <strong>in</strong>stitutional framework<br />
has been established. S<strong>in</strong>ce its <strong>in</strong>ception,<br />
the Trif<strong>in</strong>io Plan has built on exist<strong>in</strong>g national<br />
development <strong>in</strong>itiatives to reach its primary<br />
objective of <strong>in</strong>creas<strong>in</strong>g regional <strong>in</strong>tegration and<br />
collaboration (López 2004).<br />
The Trif<strong>in</strong>io Plan has provided the means for<br />
El Salvador, Guatemala, and Honduras to beg<strong>in</strong><br />
to coord<strong>in</strong>ate their efforts to ensure the <strong>in</strong>tegrated,<br />
harmonic, and balanced development of their<br />
border region (OEA-IICA 1992). The Plan is an<br />
effort to make the progression toward Central<br />
<strong>America</strong>n <strong>in</strong>tegration more tangible. While its<br />
objectives are still somewhat modest, the Plan<br />
has provided a number of real solutions to<br />
specific problems that are of genu<strong>in</strong>e concern to<br />
the people <strong>in</strong> the Trif<strong>in</strong>io region (OEA-IICA 1992).<br />
S<strong>in</strong>ce <strong>in</strong>stitutions are not actors <strong>in</strong> their own<br />
rights, they must <strong>in</strong>fluence the behavior of those<br />
subject to their rules, decision-mak<strong>in</strong>g procedures,<br />
and programs <strong>in</strong> order to become effective (IHDP,<br />
1999). The Trif<strong>in</strong>io Plan clearly has <strong>in</strong>fluenced the<br />
behavior of its member states. The Plan’s<br />
tr<strong>in</strong>ational public <strong>in</strong>stitutional framework has<br />
fostered genu<strong>in</strong>e high-level cooperation without<br />
the postur<strong>in</strong>g and turf wars that often characterize<br />
collaborative efforts among m<strong>in</strong>istries.<br />
The new management program for the<br />
upper Lempa River bas<strong>in</strong> has the potential to<br />
generate mechanisms that are more capable of<br />
improv<strong>in</strong>g the river’s water quality while simultaneously<br />
promot<strong>in</strong>g susta<strong>in</strong>able development.<br />
However, the design and implementation of an<br />
<strong>in</strong>tegrated program will require powerful leadership<br />
—an order which could most naturally be filled<br />
by El Salvador, s<strong>in</strong>ce it is the ma<strong>in</strong> beneficiary of<br />
any positive change <strong>in</strong> the upper river bas<strong>in</strong>. With<br />
