without potable water and over 72 million<br />

<strong>in</strong>habitants without sanitation services. This is a<br />

considerable number of people who do not have<br />

access to basic services.<br />

The <strong>in</strong>ternational river bas<strong>in</strong>s of South<br />

<strong>America</strong> conta<strong>in</strong> abundant amounts of water yet<br />

there are still many people who do not dr<strong>in</strong>k safe<br />

water or have clean sanitation. For example,<br />

countries such as Argent<strong>in</strong>a, Bolivia, Brazil, Peru,<br />

and Ecuador all have less than 50% of their rural<br />

populations with the <strong>in</strong>frastructure for basic sanitation<br />

services (WHO 2000). By not hav<strong>in</strong>g<br />

adequate access, people are liv<strong>in</strong>g under stressed<br />

conditions, malnourishment becomes more<br />

prevalent (<strong>in</strong> Bolivia, Colombia, Guyana, Peru,<br />

Paraguay, and Venezuela, 12% to 21% of the<br />

population is malnourished; 9%, or almost 34<br />

million people, for the entire cont<strong>in</strong>ent; WFP<br />

2004), their economic development is slowed<br />

and their general situation is not favorable. As a<br />

result, many layers of society are go<strong>in</strong>g to have<br />

more difficulties if their population is not liv<strong>in</strong>g<br />

under good conditions. Governments, local and<br />

national, are more or less forced to confront the<br />

issue, NGOs spend time and money attempt<strong>in</strong>g to<br />

alleviate the situation, the economy does not<br />
