population and the Belize River Bas<strong>in</strong> has 45%<br />

of the country’s <strong>in</strong>habitants (Hernandez y<br />

Rodriguez 2002; M<strong>in</strong>istry of Natural Resources,<br />

Environment, and Industry 2002). The capital<br />

cities of El Salvador (San Salvador), Nicaragua<br />

(Managua), Honduras (Tegucigalpa), and Belize<br />

(Belmopan) are located <strong>in</strong> these <strong>in</strong>ternational<br />

bas<strong>in</strong>s. Although each of these major cities<br />

places a great demand on the water resource,<br />

San Salvador, <strong>in</strong> the lower bas<strong>in</strong> of the<br />

Lempa River, is most dependent and has the<br />

greatest concern over the proper management<br />

of the resource.<br />

With the exception of El Salvador, where<br />

conditions are more critical (SG-SIGA 200),<br />

water scarcity is not a problem for most<br />
