Even with such a large amount of water, the<br />
hydrological factors pressur<strong>in</strong>g the system are<br />
stress<strong>in</strong>g many regions of South <strong>America</strong>. Pollution<br />
is reduc<strong>in</strong>g the actual amount of water resources<br />
available and caus<strong>in</strong>g disease and sickness all<br />
over the cont<strong>in</strong>ent. Variations <strong>in</strong> the climate are<br />
exacerbat<strong>in</strong>g already stressed conditions.<br />
Groundwater use is dry<strong>in</strong>g up the region’s stored<br />
water and endanger<strong>in</strong>g its purity.<br />
The <strong>in</strong>stitutional framework with<strong>in</strong> the<br />
<strong>in</strong>ternational river bas<strong>in</strong>s is <strong>in</strong>adequate if the<br />
governments of South <strong>America</strong> want to preserve<br />
the way of life they already have and improve<br />
their standards of liv<strong>in</strong>g. Public participation is<br />
lack<strong>in</strong>g on many levels and overall governance<br />
of <strong>in</strong>ternational water resources is m<strong>in</strong>imal at<br />
best. Now that there has been a transition from<br />
SAMTAC to the South <strong>America</strong>n Water Partnership,<br />
it is unknown whether, after SAMTAC’s lack of<br />
success, this will be a step <strong>in</strong> the right direction.<br />
To add to this already bleak situation is<br />
that of the human condition <strong>in</strong> South <strong>America</strong>.<br />
Poverty is a serious problem <strong>in</strong> many of the<br />
transboundary water bas<strong>in</strong> areas and without<br />
alleviat<strong>in</strong>g this problem, susta<strong>in</strong>able management<br />
will be nearly impossible. With the population<br />
ris<strong>in</strong>g, especially that of urban areas, water<br />
demands are go<strong>in</strong>g to go up over the next two<br />
decades and stress the situation to a greater<br />
degree. With the La Plata River bas<strong>in</strong> grow<strong>in</strong>g by<br />
22 million <strong>in</strong>habitants by 2025, this will put a<br />
large stra<strong>in</strong> on water resources that are already<br />
be<strong>in</strong>g stressed by pollution and overuse.<br />
As the situation stands at this moment, the<br />
potential for conflict, the hydropolitical vulnerability<br />
<strong>in</strong> the region, is high. Too many factors<br />
have the possibility of affect<strong>in</strong>g a region where<br />
the water is concentrated <strong>in</strong> certa<strong>in</strong> areas and<br />
lack<strong>in</strong>g <strong>in</strong> others. This does not mean that war is<br />
go<strong>in</strong>g to be fought over shared waters, but the<br />
