The Cimarron project has provoked some<br />

uncerta<strong>in</strong>ty and fears <strong>in</strong> the population about<br />

possible changes <strong>in</strong> water availability for both<br />

natural systems and human consumption, and<br />

over potential impacts on the economy, hous<strong>in</strong>g<br />

losses, and disruption of community l<strong>in</strong>kages<br />

(Gómez and Kandel 2000).<br />

El Tigre Dam, <strong>in</strong> El Salvador, is another<br />

example of a hydrological build<strong>in</strong>g project.<br />

However, its construction necessitates an agreement<br />

between Honduras and Guatemala, which<br />

has not been forthcom<strong>in</strong>g. Thus, the development<br />

of this project is presumably not option <strong>in</strong> the<br />

short term (Gómez and Kandel 2000).<br />

Other environmental changes provok<strong>in</strong>g<br />

tensions <strong>in</strong> <strong>in</strong>ternational river bas<strong>in</strong>s <strong>in</strong> Central<br />

<strong>America</strong> and on<br />

Hispaniola Island are<br />

oil exploitation, fish<strong>in</strong>g<br />

activities, and riverbed<br />

fluctuations. For <strong>in</strong>stance,<br />

<strong>in</strong> the<br />

Usumac<strong>in</strong>ta River bas<strong>in</strong><br />

(Guatemala-México),<br />

there has been crude<br />

oil extraction s<strong>in</strong>ce<br />

1930. This region<br />

possesses three plants<br />

produc<strong>in</strong>g 7,000 oil<br />

wells (Hamman and<br />

Arkensen 1996). This<br />

k<strong>in</strong>d of exploitation has<br />

produced considerable<br />

environmental impacts,<br />

such as flows of<br />

contam<strong>in</strong>ants, the<br />

construction of plants,<br />

and deforestation<br />

produced by road<br />

construction <strong>in</strong><br />

Laguna del Tigre<br />

National Park <strong>in</strong><br />

Guatemala (Hamman<br />

and Arkensen 1996).<br />

In the Dajabón<br />

River bas<strong>in</strong> (Dom<strong>in</strong>ican<br />

Republic-Haiti),<br />

transboundary conflicts<br />

have arisen over<br />

Saladillo Lake. This<br />

lake has multiple uses Figure 2.1 Negro River Bas<strong>in</strong>.<br />

<strong>in</strong> the Dom<strong>in</strong>ican Republic and is currently<br />

suffer<strong>in</strong>g an exploitation of the fish<strong>in</strong>g resource<br />

by the Haitians.<br />

One of the most <strong>in</strong>terest<strong>in</strong>g and most recent<br />

cases is the conflict aris<strong>in</strong>g <strong>in</strong> the lower Negro<br />

River bas<strong>in</strong> (Nicaragua-Honduras) over the<br />

availability of water resources <strong>in</strong> the aftermath of<br />

natural phenomena such as floods and droughts.<br />

2.5.2 The Negro River Bas<strong>in</strong>:<br />

A <strong>Transboundary</strong> Bas<strong>in</strong> at Risk<br />

<strong>in</strong> Central <strong>America</strong><br />

The transboundary Negro River Bas<strong>in</strong> is currently<br />

one of the most critical scenarios deserv<strong>in</strong>g<br />

attention both from the policy and science side.<br />
