Peipsi was concluded between Estonia and<br />

Russia. Pursuant to the agreement an<br />

intergovernmental Estonian-Russian commission<br />

on fisheries was established, with the aim to<br />

coordinate management issues of fish stocks,<br />

coordinate research of the state of fish resources,<br />

establish a common fishing limit, regulate tools<br />

and methods of fishing, set up prohibited periods<br />

and areas, improve state of and increase the<br />

amount of living resources, resolve disputes and<br />

incidents relating to fishing activities.<br />

The parties then adopted an agreement of<br />

cooperation regarding the environment on<br />

January 11 th , 1996. This agreement was followed<br />

by another agreement about cooperation<br />

regarding the protection and sustainable use of<br />

transboundary waters, which came into action on<br />

August 20 th , 1997; an intergovernmental<br />

commission was established under the 1997<br />

agreement to coordinate its implementation<br />

(Estonia-Russia, 1997). Responsibilities of the<br />

commission include the exchange of monitoring<br />

data between the parties, defining priority areas<br />

and programmes of scientific study, agreeing on<br />

common indicators of water quality, facilitating<br />

cooperation between various stakeholders<br />

(including governmental bodies, local<br />

government, scientific and public interest<br />

organisations), and encouraging stakeholder<br />

engagement in transboundary issues.<br />
