Key Projects proposed to be implemented<br />
In order to achieve the goals <strong>of</strong> the Ten Year Development<br />
Framework, the following key projects are expected to be<br />
implemented with Japanese assistance during the next two<br />
to three years;<br />
• Development <strong>of</strong> B<strong>and</strong>aranaike International Airport -<br />
Phase II (US$ 350 mn)<br />
• Moragahak<strong>and</strong>a Development Project (US$ 167 mn)<br />
• Rehabilitation <strong>of</strong> Infrastructure Facilities in the Eastern<br />
Province (US$ 75 mn)<br />
• Provincial Road Improvement Project (US$ 100 mn)<br />
• K<strong>and</strong>y Waste Water Treatment Project (US$ 100 mn)<br />
technical assistance programme. The Government <strong>of</strong> Sri<br />
Lanka received 721 numbers <strong>of</strong> training awards during the<br />
year <strong>2008</strong> <strong>of</strong> which 201 placements were received from the<br />
Government <strong>of</strong> Japan in the areas <strong>of</strong> IT, agriculture, health,<br />
environment governance <strong>and</strong> small <strong>and</strong> medium industry<br />
development.<br />
Outer Circular Highway Project<br />
The project includes construction <strong>of</strong> an outer circular highway<br />
(OCH) to the Colombo City, linking seven high priority<br />
trunk roads <strong>and</strong> proposed expressways to mitigate traffic<br />
congestion in the Colombo Metropolitan area <strong>and</strong> enhance<br />
the connectivity with other regions, thereby contributing to<br />
strengthening economic infrastructure <strong>of</strong> the country. This<br />
highway will be a four-lane access controlled road which<br />
can be widened up to six-lanes in the future.<br />
The OCH will connect the Southern Expressway at<br />
Kottawa <strong>and</strong> the Colombo - Katunayaka Expressway at<br />
Kerawalapitiya.<br />
Major Projects being implemented<br />
Japan has played a significant role in contributing to<br />
construct major infrastructure facilities in the country. Some<br />
<strong>of</strong> the key projects currently being implemented are:<br />
• Southern Highway Construction Project (Kottawa –<br />
Kurudugahahatekkma) (US$ 370 mn)<br />
• Outer Circular Highway Project<br />
• (Kottawa – Kaduwela) (US$ 223 mn)<br />
• (Kaduwela – Kadawatha) (US$ 260 mn)<br />
• Upper Kotmale Hydropower Project – (US$ 410 mn)<br />
• Galle Port Development Project – (US$ 147 mn)<br />
• Water Sector Development Project I– (US$ 135 mn)<br />
• Water Sector Development Project II– (US$ 85 mn)<br />
• Construction <strong>of</strong> Mannar Bridge <strong>and</strong> Causeway (US$ 18<br />
mn)<br />
• Development <strong>of</strong> Anuradhapura Teaching Hospital (US$<br />
22 mn)<br />
Technical Cooperation<br />
The Government <strong>of</strong> Japan has also made a significant<br />
contribution for human resource development through their<br />
