Human Resource Base in the Public Health Service<br />
Expenditure on medical supplies to Government institutions<br />
has been doubled from Rs 7.1 billion to Rs 14 billion from<br />
2005 to 2009 in order to ensure proper maintenance <strong>of</strong><br />
patient care services. Recurrent expenditure on hospital<br />
maintenance has also accounted for high outlays around Rs<br />
3,373 billion in <strong>2008</strong>, mainly on diet, electricity <strong>and</strong> water,<br />
fuel, laundry <strong>and</strong> security services etc. Since nutritional<br />
intervention has given a foremost concern during the past<br />
years, the funds channeled for long st<strong>and</strong>ing nutritional<br />
programme; Thriposha, had been increased by 33 percent in<br />
<strong>2008</strong> over 2007. Further, the Government had been investing<br />
a fair share <strong>of</strong> its total salary bill i.e. around 15 percent in<br />
<strong>2008</strong>, to meet the cost <strong>of</strong> personal emoluments <strong>of</strong> the staff<br />
attached to the health sector annually.<br />

To overcome the prevalent imbalance in the human resource<br />
distribution particularly in rural areas, a considerable<br />
number <strong>of</strong> Medical Officers including Specialists, Nurses<br />
<strong>and</strong> other para medical staff were recruited <strong>and</strong> appointed<br />
during 2007 <strong>and</strong> <strong>2008</strong>.<br />

Recruitment for Training<br />
Human Resource Base<br />
By <strong>2008</strong>, a total <strong>of</strong> 106,295 health sector personnel had been<br />
deployed within the public sector health institutions, out <strong>of</strong><br />
which around 57,459 were attached to institutions under<br />
the Central Government.<br />
