5. Foreign Financing <strong>of</strong> the Budget<br />

North East Housing Reconstruction Programme<br />
This project is being implemented to reconstruct 53,400<br />
damaged housing units. It provides cash grants to affected<br />
families to reconstruct <strong>and</strong> improve the conditions <strong>of</strong> their<br />
damaged houses by themselves. Out <strong>of</strong> the target total<br />
caseload 53,400, reconstruction work has completed with<br />
25,269 houses by 31st December <strong>2008</strong>.<br />
32 large dams <strong>of</strong> the country which have been identified as<br />
high risk to the public safety will be rehabilitated <strong>and</strong> 80<br />
large dams will be provided basic safety facilities. Project is<br />
expected to complete in 2012.<br />
In addition, the technical assistance which will be provided<br />
under the programme will help to meet the long term housing<br />
needs in the North <strong>and</strong> East through improved construction<br />
st<strong>and</strong>ards, enhanced community involvement in housing<br />
construction <strong>and</strong> simplified mechanism to resolve property<br />
disputes.<br />
Dam Safety <strong>and</strong> Water Resources <strong>Planning</strong> Project<br />
The project focuses on the Dam Safety <strong>and</strong> Operational<br />
Efficiency Improvement, Upgrading Modernization <strong>of</strong><br />
Hydro-Meteorological Information System (HMIS) <strong>and</strong><br />
Multi Sectoral Water resources planning. Under the project<br />
Kotmale Reservoir to be reconstructed under the Dam Safety Project.<br />

Development Assistance from Bilateral Western Countries<br />
The total amount committed by the Bilateral West Donors<br />
in <strong>2008</strong> was US$ 437.8 million. Of this US$ 81.0 million<br />
was in Grants <strong>and</strong> US$ 356.8 million was in concessionary<br />
loans <strong>and</strong> export credit. There were 91 ongoing projects in<br />
the Division portfolio in <strong>2008</strong> with a total commitment US$<br />
1428.5 million <strong>of</strong> which US$ 274.6 million in grants <strong>and</strong> US$<br />
1153.9 million in loans. Bilateral West Division has disbursed<br />
US$ 255 million for development projects in <strong>2008</strong>.<br />
