Estate Health Sector Development<br />

During <strong>2008</strong>, a special emphasis was given to the plantation sector in providing basic healthcare facilities. Plantation sector<br />

reported the highest rate <strong>of</strong> morbidity <strong>and</strong> mortality i.e. Nuwara Eliya district, specially in maternal <strong>and</strong> infant mortality than<br />

in the rest <strong>of</strong> the country.<br />

The Government decided to integrate the estate health services into National Health System to reduce the existing inequities<br />

<strong>and</strong> disparities in health service provision between the plantation <strong>and</strong> other sectors. Under these circumstances, the Provincial<br />

Government has taken over 26 Estate Hospitals under provincial health authorities which were previously managed by the<br />

plantation companies or Janatha Estate Development Board (JEDB), with appointment <strong>of</strong> MBBS qualified medical <strong>of</strong>ficers to<br />

those institutions.<br />

Funds were provided in <strong>2008</strong> to develop curative as well as preventive health services in the plantation sector as a special<br />

project under the <strong>Ministry</strong> <strong>of</strong> Health utilizing Rs 110 Million for health infrastructure development in the estates.<br />

Moreover, boundaries <strong>of</strong> the areas coming under the Medical s <strong>of</strong> Health (MOH) were re-demarcated to encompass the plantation<br />

areas into the MOH divisions as a result <strong>of</strong> a policy decision taken by the Government to take over preventive <strong>and</strong> public health<br />

services <strong>of</strong> the estate health sector in to the district health system. The provision <strong>of</strong> the cadre; Public Health Inspectors, Public<br />

Health Midwives <strong>and</strong> Medical Officers, for the districts covering estate areas was increased on par with other areas.<br />
