6. A Sectoral Perspective<br />

the Public Servants Housing Project continued in <strong>2008</strong> with<br />
the construction work <strong>of</strong> 576 housing units at Habaraduwa<br />
(Galle district) <strong>and</strong> 640 units at Wekungoda (Matara district)<br />
in progress.<br />
205,416 people have been assisted through these services<br />
<strong>and</strong> 129,369 cases were resolved.<br />
The Citizens Charter has been introduced to strengthen<br />
the existing public service mechanism. Computerization<br />
in issuing Birth, Death <strong>and</strong> Marriage Certificates within<br />
10 minutes has been initiated with a investment <strong>of</strong> Rs.<br />
50 million. The project was implemented in Divisional<br />
Secretariat areas at Attanagalla, Mirigama, Gampaha,<br />
Kalpitiya, Vavuniya, Gangawata Korale, Nuwara Eliya,<br />
Anuradhapura, Kurunegala, Kamburupitiya <strong>and</strong> Akuressa.<br />
In addition, computerization <strong>of</strong> issuing certificates <strong>of</strong> Births,<br />
Deaths, <strong>and</strong> Marriages in 11 Tsunami affected Divisional<br />
Secretariats has also been completed with the Asian<br />
Development Bank financing. Rs. 108 million.<br />
Arantalawa Housing Scheme<br />
9,154 housing units were completed with an investment <strong>of</strong><br />
Rs. 573 million under the Gama Neguma Housing Programme<br />
while the Jana Sevana Housing Grant Programme assisted<br />
in completing 275 housing units.<br />
The urban Housing Programme, implemented by the National<br />
Housing Development Authority (NHDA) for the low income<br />
families living in deprivation without permanent abode<br />
within the areas <strong>of</strong> municipal <strong>and</strong> urban councils erected<br />
138 houses in urban areas. Expenditure incurred for this<br />
programme was Rs. 8 million. Houses have been constructed<br />
in the districts <strong>of</strong> Colombo (40), Ampara (29), Kurunegala<br />
(34), <strong>and</strong> Polonnaruwa (35) under this programme.<br />
Access to Public Services<br />
With a view <strong>of</strong> making the public service closer to the people,<br />
the <strong>Ministry</strong> <strong>of</strong> Public Administration <strong>and</strong> Home Affairs<br />
carried out a number <strong>of</strong> projects <strong>and</strong> programmes in <strong>2008</strong>.<br />
The second stage <strong>of</strong> “Janatha Sathkaraka Sewawa” was<br />
successfully implemented in twelve districts with the<br />
aim <strong>of</strong> delivering a productive service under one shelter.<br />
More emphasis was put on rural areas where there were<br />
no facilities to receive public services in one stop. About<br />
The Strengthening <strong>of</strong> Civil Administration Programme<br />
(SCAP) was carried out in Tsunami affected areas with the<br />
assistance <strong>of</strong> the Kuwaiti Fund. Under the project, 5 District<br />
Secretariat Offices, 12 Divisional Secretariat Offices <strong>and</strong> 1<br />
Service Counter had been constructed.<br />
Promotion <strong>of</strong> Human Rights<br />
A number <strong>of</strong> measures have been taken by the government<br />
for the promotion <strong>and</strong> protection <strong>of</strong> human rights with<br />
special attention to IDPs. A National Action Plan on the<br />
Human Rights Promotion <strong>and</strong> Protection was drafted.<br />
Disaster Mitigation <strong>and</strong> Risk Management<br />
The <strong>Ministry</strong> <strong>of</strong> Disaster Management <strong>and</strong> Human Rights<br />
with the assistance <strong>of</strong> other relevant institutions has<br />
implemented a number <strong>of</strong> projects <strong>and</strong> programmes to<br />
mitigate <strong>and</strong> minimize the possible adverse impacts <strong>and</strong><br />
damages due to natural calamities.<br />
A District Disaster Preparedness <strong>and</strong> Response Plan<br />
was prepared covering 15 Districts <strong>and</strong> activities have<br />
commenced to prepare plans in relavance to Divisional<br />
Secretariats area needs.<br />
Rs.145 million was invested to undertake mitigation<br />
activities to minimize the effect <strong>of</strong> various disasters in <strong>2008</strong>.<br />
As a result the impact <strong>of</strong> floods occurred in Kolonnawa,<br />
B<strong>and</strong>aragama <strong>and</strong> Colombo Central was minimal in <strong>2008</strong>.<br />
