Administrative Complex in Hambantota<br />

Development Assistance from Bilateral Eastern Countries Contd.<br />

The objective <strong>of</strong> the project is to construct a four storied<br />

Administrative Complex in Hambantota to provide<br />

<strong>of</strong>fice space for most <strong>of</strong> the Central, Provincial <strong>and</strong> Local<br />

Government institutions which are presently located in<br />

private buildings as the tsunami tidal waves destroyed a<br />

large number <strong>of</strong> Government buildings. Main activities <strong>of</strong><br />

the project are to construct main building, accommodation<br />

units, library building <strong>and</strong> local authority building. The total<br />

cost <strong>of</strong> the project is US$ 25mn <strong>of</strong> which US$ 20 million will<br />

be provided by the Government <strong>of</strong> Korea as a s<strong>of</strong>t loan <strong>and</strong><br />

the balance <strong>of</strong> US$ 5 mn is provided by the Government<br />

<strong>of</strong> Sri Lanka. The project is expected to be completed in<br />

October, 2009.<br />

Improvement <strong>of</strong> Padeniya-Anuradhapura Road<br />

The objective <strong>of</strong> the project is to improve the existing<br />

Padeniya Anuradhapura road to provide high mobility<br />

road from Padeniya to Anuradhapura. The project includes<br />

widening <strong>and</strong> improvement <strong>of</strong> 80.8 km long Padeniya<br />

Anuradhapura road with 2 lane facility <strong>and</strong> 4 lane facilities<br />

at town section. The total cost <strong>of</strong> the project is US$ 70mn <strong>of</strong><br />

which the Government <strong>of</strong> Korea will provide US$ 55 million<br />

on concessional terms.<br />

The implementation <strong>of</strong> this project will shorten the travel<br />

time, reduce the vehicle operating costs <strong>and</strong> decrease<br />

the traffic accidents <strong>and</strong> thereby improve the quality <strong>of</strong><br />

public transportation services between Padeniya <strong>and</strong><br />

Anuradapura.<br />

The improvement will also contribute to the tourism<br />

development plan <strong>of</strong> the Northern part <strong>of</strong> Sri Lanka,<br />

especially world heritage sites <strong>of</strong> Anuradhapura, K<strong>and</strong>y <strong>and</strong><br />

Polonnaruwa which form the cultural triangle.<br />

US$ 100 mn Indian line <strong>of</strong> Credit for the Reconstruction<br />

<strong>of</strong> the Southern Railway<br />

The Government <strong>of</strong> India has agreed to provide assistance<br />

for implementation <strong>of</strong> the Upgrading <strong>of</strong> Southern Railway<br />

Line from Colombo – Matara under the funds pledged for<br />

Tsunami recovery activities. The total cost <strong>of</strong> the project is<br />

estimated at US$ 212.4 million <strong>of</strong> which US$ 167.4 million<br />

is expected from foreign sources <strong>and</strong> the balance US$ 45<br />

million will be financed by the Government <strong>of</strong> Sri Lanka.<br />

The project will upgrade the track from Colombo to Matara<br />

to the st<strong>and</strong>ard allowing a maximum speed <strong>of</strong> 100 km/ph. It<br />

will increase the average operating speed from 40 km/ph at<br />

present to 80 km/ph allowing a passenger express train to<br />

cover the Colombo – Galle distance approximately within 2<br />

hours. Further, 20 Diesel Multiple Units (DMU’s) <strong>and</strong> 3 units<br />

<strong>of</strong> locomotives will be purchased under the project.<br />
