SECTION 8<br />

SPECIAL <strong>REGULATIONS</strong><br />

8.18.7.6 SEVERABILITY<br />

If any section, subsection, paragraph, sentence, clause, or phrase of this<br />

Regulation should be declared invalid for any reason whatsoever, such<br />

decision shall not affect the remaining portions of this Regulation, which shall<br />

remain in full force and effect; and to this end the provisions of this Regulation<br />

are hereby declared to be severable.<br />

8.18.8 ADMINISTRATION<br />

8.18.8.1 DESIGNATION <strong>OF</strong> THE LOCAL ADMINISTRATOR<br />

The Director of Community Development is hereby appointed to administer,<br />

implement and enforce the provisions of this Regulation.<br />

8.18.8.2 CERTIFICATION<br />

8.18.8.3 DUTIES<br />

Where required under this Regulation, a Connecticut registered professional<br />

engineer or architect shall certify that the design and methods of construction<br />

are in accordance with accepted standards of practice for meeting the<br />

provisions of this Regulation. Such certification must be provided to the<br />

Director of Community Development.<br />

Duties of the Building Official and Director of Community Development shall<br />

be, but are not limited to:<br />

a. Review all permit applications to determine whether proposed building<br />

sites will be reasonably safe from flooding.<br />

b. Assure that all necessary permits have been received from other State<br />

and Federal agencies from which approval is required.<br />

c. Notify adjacent communities and the Department of Environmental<br />

Protection, Water Resources Unit prior to any alteration or relocation of a<br />

watercourse. Assure that maintenance is provided within the altered or<br />

relocated portion of said watercourse so that the flood-carrying capacity<br />

is not diminished.<br />

d. Record the elevation (in relation to mean sea level) of the lowest floor<br />

(including basement) of all new or substantially improved or flood-proofed<br />

structures. When flood proofing is utilized for a particular structure, the<br />

Building Official shall obtain certification from a registered professional<br />

engineer or architect.<br />

e. When base flood elevation data or floodway data have not been<br />
