SPECIAL <strong>REGULATIONS</strong><br />

c) The expected effects of the applications under unusual conditions which<br />

could be anticipated to occur, such as drought, wind, heavy rains, extreme<br />

heat or cold, accidents (such as spills or leaks) and events caused by<br />

human error;<br />

d) The ability of safeguards such as monitoring systems to avoid or mitigate<br />

the effects described in clauses a and b, above; and<br />

e) The specific safeguards, if any, proposed by the applicant.<br />

8.19.7.2 The Commission may require the applicant to submit additional reports on<br />

specific matters if it is unclear to the Commission whether the applicant's<br />

proposal adequately protects public health, safety, convenience and property<br />

values.<br />

8.19.7.3 When and if such policies are available, the Commission may require that the<br />

applicant obtain and maintain a policy of environmental impairment liability<br />

insurance in an amount and with a deductible satisfactory to the Commission,<br />

which policy shall name the Town of Granby, and any homeowners'<br />

association as additional assured.<br />

8.19.8 The Commission may require that the applicant post a bond with a recognized<br />

corporate surety, or provide other financial security satisfactory to the<br />

Commission, to insure that all conditions required by the Commission are<br />

maintained in the event of a default in the performance of any condition of the<br />

Commission's approval.<br />

8.19.9 The Commission may require additional conditions, which may be necessary<br />

to protect the public health, safety, convenience and property values.<br />

8.19.10 Except as noted above, all Residential/Recreational Developments permitted<br />

by this Section 8.19 shall conform to the other requirements of these<br />

Regulations and to the Commission's Subdivision Regulations.<br />

8.20 FLEXIBLE RESIDENTIAL DEVELOPMENT (FRD).<br />

8.20 PRINCIPLE<br />

A flexible residential development arranges homes closer together in groups<br />

on smaller lots than those normally required by Zoning Regulation. FRD<br />

permits a reduction in lot size and a variation in shape and location without<br />

increasing the overall density, following the approval of a Special Permit in<br />

accordance with the criteria and procedures set forth in Section 8.20.<br />
