SECTION 8<br />

SPECIAL <strong>REGULATIONS</strong><br />

8.20.1 Purpose<br />

Without increasing overall density, the purpose of FRD is to ensure that<br />

residential development in Granby, to the extent reasonably possible,<br />

preserves the natural features of the land including agricultural soils, wetlands,<br />

watercourses and the rural character of the community. In the interest of<br />

promoting these objectives, development shall be permitted on lots of lesser<br />

dimension than would otherwise be required by Section 5 of the Zoning<br />

Regulations if the conditions set forth in this section are met.<br />

8.20.2 Establishment<br />

It is hereby established that all land within the R30, R50, and R2A zones is<br />

eligible for a Special Permit for a FRD. Where the Commission approves a<br />

FRD the dimensional requirements of the underlying zones, outlined in Section<br />

5 are hereby superseded in their entirety.<br />

8.20.3 Pre Application Conference<br />

8.20.4 Application<br />

The Commission strongly recommends that prior to the submission of an<br />

application for a FRD, the applicant initiate a pre application conference with<br />

the Commission and its staff to discuss the conceptual aspects of the<br />

proposed development and to prepare and present a conceptual plan, or it's<br />

equivalent, for informal consideration by the Commission. The conceptual<br />

plan, or its equivalent, shall be designed to allow the Commission to make a<br />

general comparison between the FRD and a conventional development plan.<br />

Neither the pre application conference, the informal review of the conceptual<br />

plan, or its equivalent, nor the Commission's suggestions shall be deemed to<br />

constitute approval of any portion of the application.<br />

The applicant for a Special Permit for Flexible Residential Development shall<br />

file with the Commission, in the Office of the Director of Community<br />

Development the following:<br />

8.20.4.1 A completed application form and fees for the Special Permit in accordance<br />

with Section 10.2.3 and Section 8.11 of these Regulations and in accordance<br />

with the Subdivision Regulations.<br />

8.20.4.2 Nine (9) copies of the proposed development plan showing the information<br />

required by the Subdivision Regulations.<br />

8.20.4.3 Any and all information necessary to demonstrate compliance with Section 8.2<br />

of these Regulations and the information regarding site plans set forth in<br />

Section 4 of these Regulations.<br />
