There are many similarities between the UK and Taiwan, for example course fees and<br />
assessment. Firstly, both UK and Taiwanese universities charge fees to students, and<br />
course fees in the UK are as expensive as those in Taiwan. In addition, teaching methods<br />
are very similar in both countries: students have to attend lectures and seminars.<br />
Moreover, they have the same system to assess students, who are examined at the end of<br />
each semester. Nevertheless, there are two main differences: how students can enter a<br />
university and what percentage of students are in higher education. There are twice as<br />
many students in higher education in Taiwan as in the UK.<br />

4 Model argument<br />
Demand for university places is currently growing, which frequently leads to<br />
overcrowding of student facilities. It has been argued that fees should be increased<br />
to reduce demand for places, but this would discriminate against students from<br />
poorer families. Another proposal is for the government to pay for the expansion of<br />
universities, but against this is the view that this would unfairly benefit the minority<br />
who in any case go on to earn higher salaries. A fairer solution might be for the<br />
government to subsidise the fees of the poorest students.<br />
