Child welfare pr<strong>of</strong>essionals have a unique and privileged role in <strong>Ontario</strong>.<br />
Not only are workers mandated to investigate allegations <strong>of</strong> abuse and<br />
neglect, they also have the authority to apprehend children based on<br />
their assessment <strong>of</strong> the situation. This is a sobering responsibility<br />
and, in the case <strong>of</strong> Aboriginal families, the ability to see the full<br />
picture in order to make an effective assessment is essential.<br />
This Practice Guide is intended to provide you with tools in<br />
working effectively with First Nations, Inuit and Métis families<br />
when assessing allegations <strong>of</strong> maltreatment in the context <strong>of</strong><br />
family violence. We also hope that this Practice Guide will<br />
support your development as a worker, your growth in knowledge<br />
<strong>of</strong> Aboriginal peoples as the original peoples <strong>of</strong> Canada, and in<br />
your ability to be an advocate and support to Aboriginal<br />
communities who are seeking to reclaim their responsibilities<br />
for their children and families.<br />
The Practice Guide is designed to support child welfare pr<strong>of</strong>essionals to<br />
develop:<br />
1. Personal knowledge and understanding <strong>of</strong> their own worldview and that <strong>of</strong><br />
others,<br />
2. Skills and abilities when working with Aboriginal families and<br />
communities,<br />
3. Ability to be an advocate to support systemic change both in child welfare<br />
and more broadly in the province so that Aboriginal communities can<br />
assume full responsibility for the protection <strong>of</strong> their children.<br />
A. WORLDVIEWS COMING TOGETHER<br />
Cultural identity is based on specific ideas, values and behaviours that shape the way<br />
each person perceives the world and understands his/her place in the world. This<br />
‘personal model <strong>of</strong> reality’ impacts on how an individual understands him/herself to<br />
be and how one works and relates with others.
