ATTACHMENT E - REVISED NOISE AND DUST MANAGMENT PLAN ITEM 11.1 COUNCIL 24/04/2013 Sand Extraction – Lot 75, Haag Road, Yelverton 4 NOISE 4.1 POTENTIAL IMPACTS AND NOISE SOURCES Operating machinery will be the main source of noise from the Project, both earthmoving equipment and haulage trucks. Earthmoving equipment is restricted to site, whilst trucks will traverse private property and local roads to the highway. Noise emission will occur during operation between the hours of 7am to 6pm Monday to Friday, excluding public holidays and school bus hours. No extraction work will take place outside these hours. Trucks will generally operate on Monday to Friday between the hours of 7.30am and 8.40am and between 3.20pm and 4.20pm. A number of important variables need to be considered when assessing the risk of noise generation and assigning or developing management strategies to minimise noise. Table 4-1 below outlines those variables pertinent to the Project. ATTACHMENT E - REVISED NOISE AND DUST MANAGMENT PLAN ITEM 11.1 COUNCIL 24/04/2013 Sand Extraction – Lot 75, Haag Road, Yelverton 4.2 MANAGEMENT ACTIONS The following management actions will be applied to the Project to ensure any noise emissions emanating from the operations remain within acceptable levels. 4.2.1 Control at Source The Project will, in a manner consistent with Best Practice, maintain and operate Project equipment to ensure that optimum noise performance is achieved. Consideration to noise characteristics will also be given during the purchasing of new equipment. Exhaust Mufflers Exhaust noise will be managed by fitting modified mufflers to further dissipate noise energy. Reversing Alarm Standard reversing alarms will be used on site. Reversing on-site will be minimised where possible to reduce noise emissions. 4.2.2 Preventative Maintenance The Project will undertake a scheduled program of preventative maintenance. This is particularly effective for reducing the instances of abnormal noise generation due to faulty equipment. 4.2.3 Operational Agreements The Project will seek to negotiate a compensation agreement with the resident as a means of mitigating noise impacts on the Project. The form and content of the agreement will be dependent on a number of factors which will be reviewed on a case by case basis. A third party, such as an independent facilitator may be consulted before an offer of compensation is extended or if agreement cannot be reached. Sand Extraction – Lot 75, Haag Road, Yelverton 12
