COASTAL AND FORESHORE FACILITIES ASSET MANAGEMENT AND EXPANSION PLAN

Asset Management for soft infrastructure (eg trees, lawns) is evolving presently and as such
precise widely endorsed terminology and understanding for this is not in place. The approach
taken here considered the replacement cost as the current value of the soft assets. The
assessment quantified and rated the condition of the landscape soft assets present at the
coastal nodes, but did not cover the native coastal bush areas.
To increase the knowledge about the management of soft assets the staff involved in this
Plan attended the IPWEA Parks Seminar held in Perth in March 2012. The latest
methodologies utilised in the soft asset management were discussed and some of the
information presented was utilised in this Plan.
2.2 Research and Community Expectation
The customer research into community infrastructure needs and satisfaction included:
Newspaper advertising
A newspaper advertisement was placed at the local newspaper inviting the
community to comment on asset requirements for the City’s coastal infrastructure and
facilities. It was located within the CoB page and also contained contact details and
an invitation to the public meetings held in Busselton and Dunsborough.
Community forums
Two public meetings were held during the consultation period. The first one was held
on the 11 th of April 2012 at Churchill Park Hall, Adelaide Street Busselton.
The second meeting was held on the 12 th of April 2012 at the Naturaliste Community
Centre, Dunsborough.
A PowerPoint presentation was prepared and presented to the public using a
projector. After the explanation of the project methodology and outcomes, the time
was dedicated to an open discussion with the attendants. Some members of the
public filled the comments templates provided and others collected contact details
and sent their comments in the following weeks.
Liaison with community groups
A list including the community groups suggested for consultation purposes was
provided by the CoB in March 2012. Letters were posted to the listed groups and
feedback was provided via letters, e-mails and phone calls. Meetings were also held
to discuss specific items when required.
Input from community members
During the preparation of the plan general public comments were received via e-
mails, letters and interaction during the site visits.
