deferred include $1.5M for the Busselton Regional Airport and approximately $1.6M in Sanitation
related expenditure. However, the above items are predominantly fully funded, and as such, will not
directly impact on the closing surplus/ deficit position at financial year end.
Whilst much of the unspent capital expenditure budget and a component of the operating
expenditure budget will need to be considered for re‐listing in the Council’s 2013/14 draft budget,
the specific ‘savings’ identified within this report represent underspends or additional revenues
directly associated with the current financial year’s financial performance. With this in mind, this
report does not recommend any specific budget amendments, other than the recognition of the
grant for the Dunsborough Skate‐park, to offset the additional expenditure to be incurred on this
project within the remainder of the current financial year.
OPTIONS
The Finance Committee may determine that additional recommendations are required to be made,
or alternatively that the Annual Budget Review not be adopted by the Council at this time, pending
clarification of any further matters.
TIMELINE FOR IMPLEMENTATION OF RECOMMENDATION
Consequent to endorsement by the Council, with or without amendment, a copy of this report (and
the associated Council Resolution) will be forwarded to the Department of Local Government within
30 days of the date of the Council Resolution.

That the Council:
1. Endorses an amendment to the 2012/13 adopted budget in recognition of the grant
approved for the Dunsborough Skate‐park, via an increase of $109,759 against
capital expenditure account 545.C3046.3280.0000, offset via an increase in grant
revenue against operating revenue account 545.C3046.1214.0000
2. Pursuant to Regulation 33A of the Local Government (Financial Management)
Regulations, adopts the 2012/13 Annual Budget Review.
