<strong>Katoomba</strong> <strong>Charrette</strong> <strong>Report</strong> & Town Centre Strategy<br />
12.2 Funding<br />
The funding package that was announced by the NSW State Government included the following<br />
elements for the town centre. Detailed funding was identified in a press release by the Premier of NSW<br />
in January 1999 and are not reproduced in this report.<br />
Heritage building and Facade Improvement Program including grants for improvements to select<br />
building facades in the town centre.<br />
Construction of 60 commuter car parking spaces at Goldsmith Place and associated streetscape<br />
improvement works.<br />
Consultancy to evaluate impact and identify appropriate controls for stormwater management;<br />
Provisions of youth arts facilities/programs.<br />
Strategic assessment and masterplanning of the TAFE East site by the State Government’s<br />
Infrastructure Partnership Services (including the envisaged provision of an Art Gallery, Cultural<br />
Centre and <strong>Council</strong>/NPWS Visitor Centres) and ongoing marketing;.<br />
Masterplanning of surplus State Government sites including the <strong>Katoomba</strong> Goodsyard and SRA<br />
Depot.<br />
<strong>Katoomba</strong> Streetscape Improvement works including heritage lighting provision, at-grade<br />
pedestrian access across the railway line at <strong>Katoomba</strong> Station, general street beautification works<br />
and pooling of car parking on the eastern side of <strong>Katoomba</strong> Street.<br />
Design and construction of new shuttle bus shelters in the town centre.<br />
Design and construction of improvements to the <strong>Katoomba</strong> Civic Centre (dollar for dollar<br />
partnership with BMCC).<br />
Detailed design and Stage 1 restoration of Kingsford Smith Park.<br />
Funding for a Project Manager for the <strong>Katoomba</strong> and Echo Point Project for a period of four years.<br />
This funding, as well as the funding for improvements to Echo Point, will be phased over the next four<br />
years.<br />
In addition, the <strong>Blue</strong> <strong>Mountains</strong> <strong>City</strong> <strong>Council</strong> will provide funding from the capital works budget as part<br />
of the ongoing town improvement programs in the <strong>Blue</strong> <strong>Mountains</strong>.<br />
13. ESD’S IMPLEMENTATION RECOMMENDATIONS<br />
13.1 Introduction<br />
Since 1992, ESD has led fifteen <strong>Charrette</strong>s in Australia and New Zealand. There are lessons to be<br />
learned for <strong>Katoomba</strong>’s implementation, from the implementation successes and failures of these<br />
earlier <strong>Charrette</strong>s. This section has two categories of implementation recommendations for<br />
<strong>Katoomba</strong>, general recommendations and project-specific recommendations.<br />
