Improvements to the streetscape of <strong>Katoomba</strong> Street<br />
Action 7.3.2A - Undertake streetscape improvements for <strong>Katoomba</strong>, Main and Waratah<br />
Streets that include the provision of new street furniture, street tree planting and new lighting<br />
(potentially in heritage style).<br />
Action 7.3.2B - Integrate the Arts, particularly sculpture and ironwork, into the streetscape<br />
through support for an "arts in public spaces" program where artistic works are used to<br />
improve the attractiveness of the town centre. Local artists and artisans should be<br />
commissioned to contribute to streetscape improvement projects.<br />
Action 7.3.2C - Promote a cleaner appearance to the Town Centre through improvements to<br />
the design, appearance and maintenance ease of street bins. Designs should be developed<br />
for street bins that retain rubbish in high winds and complement the heritage streetscape.<br />
Action 7.3.2D - Review <strong>Council</strong>’s and private maintenance regimes for <strong>Katoomba</strong> and<br />
investigate measures to ensure adequate maintenance levels.<br />
Action 7.3.2E - Work with the Main Street Committee to identify and promote measures that<br />
business owners can undertake to personalise and improve the streetscape, particularly<br />
immediately fronting their businesses.<br />
7.3.3 Encouraging Improvements to the Existing Coles Shopping Centre<br />
The existing Coles Shopping Centre is an important contribution to <strong>Katoomba</strong>’s convenience<br />
retail choice, but parts of the complex could stand improvement. Pioneer Place, the parking<br />
area in front of Coles and owned by the <strong>Council</strong>, is somewhat bleak, with few trees and little<br />
amenity.<br />
The Parke and Waratah Street frontages of the building itself are quite unfortunate, presenting<br />
harsh blank walls to both streets and to the adjoining uses across those streets. This makes<br />
for a bleak gap in the pedestrian and general urban environment of the area. The necessary<br />
loading docks and structured car parking could have been sleeved for most of their lengths<br />
with fronting uses more compatible and synergistic with their neighbours. However, despite<br />
