1. INTRODUCTION<br />

1.1 Purpose and Contents of this <strong>Report</strong><br />

The main purpose of this document is to report the outcomes from the <strong>Katoomba</strong> <strong>Charrette</strong> and<br />

subsequent public submissions to <strong>Council</strong>, and to propose related strategies and action plans for<br />

<strong>Katoomba</strong>’s revitalisation.<br />

This report explains what the <strong>Charrette</strong> was, why we did it and what happened during it. This report<br />

explains <strong>Katoomba</strong>’s existing context, its issues and challenges, so that readers can understand what<br />

we had to work with and the reasons behind the outcomes. This report explains the proposed<br />

<strong>Charrette</strong> designs and the rationales behind them. General and specific strategies to expand<br />

employment are also detailed. This report suggests briefly what may happen next, and how the<br />

<strong>Charrette</strong> may be implemented. An implementation program is already under way, which this <strong>Report</strong><br />

is intended to inform.<br />

1.2 The Intended Users of this <strong>Report</strong><br />

This report should be useful to anyone wanting to understand the <strong>Charrette</strong> in detail, or to implement<br />

its proposed designs. That includes those who may be responsible for implementing it, such as the<br />

<strong>Blue</strong> <strong>Mountains</strong> <strong>City</strong> <strong>Council</strong> and other members of a <strong>Charrette</strong> Implementation Task Force, as well as<br />

persons who may be moving to <strong>Katoomba</strong>, buying or developing properties there, or considering<br />

business ventures.<br />

1.3 How to Use this <strong>Report</strong><br />

The <strong>Katoomba</strong> <strong>Charrette</strong> <strong>Outcomes</strong> and Town Centre Strategies are necessarily quite comprehensive<br />

and complex, as is this <strong>Report</strong>. The detailed Table of Contents is the crucial ‘road map’ for finding<br />

specific information.<br />

Because the proposals and strategies are all so inter-dependent, users should take care to ensure that<br />

they understand a given project in its context with neighbouring proposals and strategies. Please do<br />

not expect to deal successfully with a specific project in isolation!<br />

Key sites are organised geographically into sections relating to the Town Centres Northern End,<br />

Central Area, and Southern End. This is because key sites in the Town Centre so affect each other,<br />

especially adjoining sites. Each of the three sections dealing with the key sites begins with a plan<br />

showing all its key sites. Also, an overall plan of the Town Centre, showing all the key sites, is<br />

provided in Section 5; the sites are keynoted and cross-referenced to the sections where they are<br />

explained in detail.<br />

The <strong>Report</strong> provides numbered ‘Actions’ as a guide for future implementation.<br />
