8.6 Improve Intersections for Better Access and Circulation<br />
8.6.1 Phasing of Traffic Signals & Streetscape Improvements on Great<br />
Western Highway<br />
At present the Great Western Highway past town does not especially celebrate or respect the<br />
Town Centre or its entry. The Highway is detailed the same there as it is for several kilometres<br />
in either direction, indicating no arrival or uniqueness for the town entry. Moreover, the<br />
relatively short-duration pedestrian phasing of the lights at <strong>Katoomba</strong> Street and Yeoman’s<br />
Bridge make it difficult for those less fit to cross, particularly the elderly or disabled. In this<br />
regard, there is no pedestrian refuge or median in the centre line of the highway. It was<br />
reported to the <strong>Charrette</strong> that the RTA has funding to improve the stretch of the highway as it<br />
passes through <strong>Katoomba</strong>. The <strong>Charrette</strong> proposed that the design below, in conjunction with<br />
longer pedestrian crossing phases at the lights, should be implemented with the present<br />
funding for improvements to the highway.<br />
Action 8.6.1 - Use existing RTA funding for improvements to the Great Western Highway to<br />
implement the improvements proposed by the <strong>Charrette</strong>, including longer pedestrian light<br />
phases at <strong>Katoomba</strong> Street and Yeoman’s Bridge.<br />
8.6.2 Roundabout at Bathurst Road and Parke Street<br />
This roundabout experiences congestion at peak hours, and it is hard for pedestrians to cross<br />
east-west along Main Street because the stopping line for northbound vehicles is too close to<br />
the roundabout. The phasing of the Yeoman’s Bridge traffic light at Great Western Highway<br />
also needs adjustment to optimise traffic flows through the roundabout during peak hours.<br />
The lights phasing change at Yeoman’s Bridge would provide more potential for northbound<br />
traffic on Parke Street to get onto the Highway and help free up the roundabout during peak<br />
traffic times.<br />
The <strong>Charrette</strong> determined that the performance of the roundabout could be improved<br />
significantly and the pedestrian crossing made easier, by means of the design shown below.<br />
