term parking arrangement, to be replaced by still more parking capacity when the Old TAFE<br />
site has been properly redeveloped for the Cultural/Visitors Centre.<br />
Resolve the Design and Development of the Cultural/Visitors Centre on the Old TAFE Site<br />
The Cultural/Visitors Centre is a key linchpin of <strong>Katoomba</strong>’s revitalisation, whose<br />
implementation needs to be commenced quickly and decisively. This will trigger a ripple effect<br />
of confidence across the Town that <strong>Katoomba</strong>’s renaissance is truly at hand. Resolution of the<br />
design will also determine whether or not a supermarket is to be included in the project, and<br />
where on the site. This in turn will trigger decisions about nearby properties, as well as for the<br />
Beverly Lane site. Right now, the Beverly Lane project (Section 11.1), and probably many other<br />
smaller projects, are in relative limbo until the supermarket decision with the Old TAFE Site has<br />
been made. Design resolution of the Old TAFE Site will also enable the detailed planning and<br />
design of proposed improvements to the Civic Centre to go forward (Section 10.6).<br />
Commence Regulatory Reform And Organise the Implementation Process and Task Force<br />
Both these initiatives are already underway, but not fully resolved as yet. Speedy, reasoned and<br />
conspicuous progress on these initiatives must continue, and the community should be<br />
updated perhaps every fortnight in the proposed newspaper column on implementation. See<br />
Section 15 for more implementation information.<br />
These key initiatives should help catalyse the revitalisation of the whole of <strong>Katoomba</strong>.<br />
14. CONCLUSION<br />
The strategies and proposals that are incorporated into this report are a guide of the outcomes that<br />
emerged from the <strong>Charrette</strong> to promote the revitalisation of the <strong>Katoomba</strong> Town centre. Some of<br />
these proposals have received funding from the NSW State Government or from <strong>Blue</strong> <strong>Mountains</strong> <strong>City</strong><br />
<strong>Council</strong>, particularly in relation to physical improvement works and the redevelopment of key sites and<br />
facilities.<br />
However, this strategy is wide ranging and is a blue print, not just for Government, but also for the<br />
general community, business owners, community groups and property owners to become actively<br />
involved in revitalisation activities in <strong>Katoomba</strong>. To be successful, this wide community involvement<br />
will be required.<br />
